Assistant Children’s Residential Home Manager – Bradford Metropolitan District Council – BD13 3NS

3 - 6 Months Contract

37 Hours Per Week

I am currently representing Bradford Metropolitan District Council are offering an initial temporary contract for a period of 3 - 6 months with a view to be extended or offered a permanent position for the right candidate at a rate which is negotiable dependent upon experience.

We are looking for a Children’s Residential Home Manager based at Rowan House, BD13 3NS

In support of the Manager, ensure the home delivers a comprehensive childcare service, providing services to children and young people in a residential care setting and in some cases providing support to children and young people living within family settings, in accordance with the relevant legislation and policy. This further includes liaising with OFSTED when necessary, ensuring they are made aware of relevant issues regarding the care and welfare of the children and young people.

Key Accountabilities:

* Ensure the home operates within the Quality Standards and Children’s Homes Regulations, paying attention to detail to ensure the home is judged as ‘good ‘or ‘better’ by Ofsted. In the Registered Managers absence, the post holder will have the ability to lead the Regulation 44 monitoring visits and regulatory inspections from Ofsted, as well as supporting the staff to contribute to the process. You will also be expected to handle complaints and lead management investigations as required.

* Manage the home to safeguard and promote the well-being of children and young people and in the absence of the manager taking the role as designated safeguarding lead for the home.

* Support and enable the staff to provide inspirational care, tailored to the individual needs of children and young people tthrough support, encouragement and our ‘Model of Care’,create a stable and secure base, where children and young people have a sense of belonging and where they can begin to understand, address and work through their past experiences and present difficulties and behaviours and be able to prepare for and achieve their full potential in their futures.

* Ensure the completion of, key worker tasks and the implementation of Care Plans, Positive Support Plans, Risk Assessments and Health Plans’, to ensure children and young people are cared for consistently.

* To monitor and audit the effectiveness of the home. This includes ensuring that all children and young people’s files are kept up to date and any remedial action is taken promptly. This not only ensures information held on children and young people is accurate it also contributes to the inspection process. To manage the confidentiality of information and ensure the staff act in accordance with the Data Protection Act, when obtaining, transmitting, and recording information verbally, in writing and electronically.

* To contribute to the management of the staff team in supporting the day to day physical and emotional needs of the children and young people in accordance with Racial, Cultural, Religious, linguistic, and dietary needs. This ensures children and young people are supported to attend school, enjoy leisure activities, stay healthy, and also keep safe. The children and young people may have suffered trauma, neglect or abuse. All are likely to Display some difficult behaviour, and so to ensure the team respond to this appropriately and sensitively.

* The requirement to be happy to work flexibly, including the possibility of unsociable hours and shifts, occasionally including weekend and bank holiday working. This may also include supporting children and young people on overnight trips, and holidays, sometimes at short notice. You may also be required to undertake waking nights or sleep in duties at short notice. You will be required to contribute towards the management of the rota, working with the Registered Manager to ensure staff are appropriately deployed to provide safe levels of staffing to always support the children and young people.

* Contribute to the management of the building, this includes all aspects of health and safety relating to the children and young people, staff, visitors, and resources. Within this, you have a duty of care which includes ensuring that living spaces and the children and young people’s bedroom are both clean and safe. You will also be required to ensure the team undertake tasks such as shopping, cleaning, and cooking and the caring for children and young people that a good parent would do This could include supporting children and young people with their personal care.

* The post holder will need to be capable of engaging in physical activities and tasks, including walking, bending, moving and handling. There is a risk that the post holder may encounter difficult behaviour from the children and young people including verbal abuse, the possibility of hitting, spitting and scratching etc. You will be expected to support and appropriately respond to staff who have encountered this behaviour.

* The post holder must be capable of making a physical intervention, following training, to support the children and young people who may be posing a risk to themselves or others. The post holder will be required to de brief staff and teams following incidents and ensure good quality support is available.

* The post holder will be responsible for access to petty cash for trips activities and holidays. This will also include The post holder applying for and using a Procurement Card in line with the Council’s policies and procedures. Responsibility for children and young people’s belongings and money and access to equipment and property used in the course of their duties. The postholder will also be expected to closely monitor expenditure, reconcile petty cash claims and cash advances, as well as reviewing purchases and requisitioning goods and services using the SAP system.

* Able to work in a variety of setting across the city. This could include working in the locality, but may also involve travelling long distances to make visits, participate in overnight stays and holidays. You would be expected to work positively with a range of children and young people, their families, professionals and partners and ensure that effective lines of communication are established and maintained. You will be expected to attend a variety of

* meetings, including Team around the Child Meetings, Statutory Reviews, Planning Meeting, Referral Panel Meetings and Manager’s Meetings as required.

* Provide formal and informal supervision to staff and undertake appraisals. Take responsibility for the development of staff, participate in the recruitment

* and retention of staff. Share knowledge and experience with the team and identify opportunities for the continuing professional development of the staff team. Monitor and ensure that all mandatory training is undertaken and kept up-to-date, as well as delivering training when required. The post holder will manage the probationary period of new starter will be integral, in the performance management of the staff team.

* To adhere to, and ensure the staff team are both trained and supported to follow all the requirements in relation to the Safe Handling of medication and follow all relevant procedures in line with Departmental Policy. Make sure children and young people receive any medicines at the right dosage and at the prescribed times. To monitor the administration of medication in line with organisational requirements.

* To support and monitor the effectiveness of the transition of children and young People through direct care and support.

* You will be expected to promote the service in the local community, ensuring the home has a positive role in the community and makes a positive contribution. This involves working with community groups and councillors as well as neighbours to the home.

Requirements :

* Level 5 Diploma in Leadership for Health and Social Care and Children and Young People’s Services or equivalent.

Equivalent ;

* BA Social Work

* Diploma in Social Work

* CQSW

* CSS

* Degree in Youth and Community Work

* Degree in Childhood Studies

* NVQ level 4 Care

* A management qualification such as CMS, DMS or NVQ level 4 in management is desirable.

* Even if you have an equivalent qualification once in a permanent post there is an expectation that you complete the following qualification within 2 years

* Level 5 Diploma in Leadership for Health and Social Care and Children and Young People’s services (England). This will be undertaken via an apprenticeship route
