Since our launch in 2011, over 50 banks, building societies, and financial institutions have transferred nearly £2billion dormant assets to the Scheme to date, unlocking resources for transformative social and environmental causes across the UK. RFL underwent a transformative shift in 2021, moving from the private to public sector, becoming an Arm’s Length Body (ALB) of HM Treasury. With 2022 legislation significantly expanding the Dormant Assets Scheme to additional new industry sectors, RFL have embarked on a period of significant expansion, innovation and influence. To enable RFL to scale the Scheme’s impact and continue to forge long-lasting relationships with Participants we are seeking a Chief Development Officer to allow further meaningful contributions to society and cement our position as an ALB of HM Treasury. Your Opportunity as our Chief Development Officer To support our growth, we are seeking a visionary and strategically driven Chief Development Officer (CDO), a newly established Executive position and a vital member of our Executive Committee. This is a rare opportunity to shape the future of our mission-led purpose, at the forefront of responsible financial and social impact. Our CDO will be the principal architect of RFL’s growth and engagement strategy, responsible for enhancing our presence across financial services. You will lead our Business Development and Marketing & Communications functions, championing our message to new sectors, and forging trusted, strategic partnerships with both current and future Scheme Participants. This role requires an outstanding relationship builder and communicator, with a deep understanding of financial services, a passion for purpose-driven work, and the agility to navigate complexity, scale, and change. Your Responsibilities as our Chief Development Officer Strategic Leadership and Growth Design and deliver a bold, forward-thinking growth strategy to expand Scheme participation across eligible sectors. Drive market development efforts, identifying and converting new opportunities to grow the Dormant Assets Scheme. Represent RFL at the highest levels with financial institutions, Government stakeholders, and industry associations. Stakeholder Engagement and Influence Build and nurture strategic relationships with Executive leaders, industry champions, trade associations, and Government partners. Serve as a visible, credible and compelling ambassador for the Scheme and RFL’s mission. Leadership and Integration Lead and inspire high-performing functions; Business Development and Marketing and Communications. Foster strong collaboration with internal teams, including Account Management, Finance and Risk to ensure a seamless participant journey from engagement to onboarding. Operational Excellence Establish clear performance measures for development activities and report regularly to the CEO, Executive Committee, and Board. Oversee the development of collateral, campaigns and outreach efforts that clearly communicate the value of participation in the Scheme. What We’re Looking For Essential Experience and Capabilities Proven knowledge and experience in the Dormant Assets Scheme. Proven experience at an Executive Level Leadership role, within or connected to financial services. A strong existing network in financial services, with the gravitas to engage at Board and Executive level. Experience working in or alongside public sector bodies, or Arm’s Length Bodies. Demonstrated ability to translate policy or regulated frameworks to compelling narratives for industry partners. Exceptional communicator and relationship builder with a strategic mindset and high emotional intelligence. Adept at navigating ambiguity and driving progress in evolving and complex environments. A track record of developing and executive growth strategies, leading complex stakeholder engagement, and delivering measurable outcomes. Exposure to working across multi-sector financial organisation e.g. insurance, investments, pensions. Key Relationships Internal Chief Executive Officer (Direct Manager) Chief Operating Officer Chief of Staff Marketing & Communications Manager (Direct Report) Business Development Manager (Direct Report) Head of Account Management and wider RFL functions External Department for Digital, Culture, Media and Sport (DCMS) HM Treasury Industry Champions and Advocates Trade and industry bodies and associations, e.g. Association of British Insurers (ABI), Investment Association (IA) Existing and prospective Scheme participants Eligibility and Additional Information Candidates must be eligible to work in the UK The role may involve occasional UK travel RFL offers hybrid and flexible working arrangements, operates a discretionary annual bonus scheme and provides flexible and market competitive benefits that are valued to support employee’s health and wellbeing RFL puts a great deal of emphasis on maintaining a positive, caring and professional work environment in which all colleagues and external partners are valued and respected.
