The Chemicals Regulation Division (CRD) employs around 450 scientific, regulatory and support staff across York, Bootle, Milton Keynes, Edinburgh and London. Our primary role is to deliver regulatory schemes intended to protect the health of people and the environment, balancing the economic and social benefits of chemicals while ensuring the safe and sustainable use of chemicals.
Part‑time working pattern: roles are available part‑time and require a minimum of 22.5 hours across 3 days per week.
Responsibilities
* Serve enforcement notices and provide advice and guidance to return duty‑holders to compliance.
* Influence duty‑holders, identify material breaches, act to remedy breaches and check compliance with duties under a range of chemical regulations.
* Work closely with other members of the CRD enforcement team and work independently when competencies are demonstrated.
* Be trained to support HSE’s work with the chemical industries, undertaking proactive control visits and acquiring relevant operational procedures.
* Develop knowledge of enforcement practice and policy through collaboration with internal and external partners and stakeholders.
* Remain flexible to adapt to new challenges as the Intervention Team grows, including developing new online investigation tools and techniques.
* Attend face‑to‑face training upon joining HSE – office based, with courses in Milton Keynes, Bootle, York & Bristol, ranging from 2‑ to 4‑day courses.
* Travel to duty‑holder premises across England, Scotland and Wales, often for up to 3 days at a time and overnight stays.
* Visiting workplaces to assess compliance with pesticide regulations, providing advice to duty‑holders, members of the public, other government departments and policy and enforcement colleagues.
* Undertake office‑based controls, such as ensuring that formulations of PPPs are in line with legal requirements.
* Exercise powers under relevant pesticide legislation (crown warrant) and make judgements on matters of concern.
* Consult with the operational team leader or regulatory inspector as necessary and take enforcement action.
* Interact with duty‑holders, employees, trade union representatives, local authority officers, other government agencies, members of the public and other interested parties.
* Secure and process evidence, manage evidence properly and conduct data analysis and inspection targeting.
* Acquire understanding and knowledge of relevant operational and legal procedures and pesticides hazards from manufacture to application.
* Work as part of a team to deliver key responsibilities flexibly and responsively, responding to changing priorities.
Travel & Driving
* Attendance at the HSE office is required – the role is not remote or home‑worker.
* Regular travel (up to 3 days at a time) across the UK is expected, including overnight stays.
* A full UK driving licence is essential; driving is a routine part of the job.
* HSE will consider alternative arrangements for applicants with disabilities.

Assessment Dates
Sift: Monday 12 January 2026 – assessment of behaviours and personal statement.
Interview: Monday 26 January 2026 – behavioural assessment and a 10‑minute verbal presentation (PowerPoint not required). Dates are subject to change.
Pre‑employment Checks
Successful candidates will undergo criminal record check and HSE baseline personnel security checks. From 23 June 2025, HSE will check details against the Internal Fraud Hub (IFH). Applicants may appeal if incorrectly listed.

Apprenticeship Details
Applicants must be willing to work towards a Regulatory Compliance Officer Level 4 Apprenticeship unless they already hold or are enrolled in an equivalent qualification. Eligibility: aged 16 or over, right to work in the UK, residence in the UK/EU/EA for 3 years, and evidence of a level 2 qualification in Maths and English or a relevant higher qualification.
