6 months contract with a Local Authority
Job Summary:
• Brentwood Borough Council is seeking an Interim Project Manager to lead the implementation of the Renters’ Rights Act 2025 across Brentwood and Rochford Councils.
• This is a 6-month agency assignment to manage a complex, multi-disciplinary programme of work, ensuring statutory compliance, delivery of key milestones (including the May 2026 go-live date), and effective engagement with tenants, landlords, and external stakeholders.
Key Duties/Accountabilities (Sample):
• Lead and coordinate the multi-disciplinary project delivery group, working with Environmental Health, Housing, Housing Advice & Homelessness, Trading Standards, Legal, Finance, Revenues & Benefits, Data Intelligence, and Communications.
• Develop, manage, and monitor a detailed implementation plan to deliver the Renters’ Rights Act 2025 within statutory timescales.
• Track and coordinate workstreams across departments to ensure readiness for the May 2026 implementation date.
• Develop, review, and update enforcement policies, civil penalties policies, service charges, and related procedures.
• Identify system and IT requirements, supporting the development of processes, performance measures, and government-required data collection.
• Support the development and delivery of a communications and engagement plan for tenants, landlords, and partner organisations.
• Manage project risks, ensuring inclusion in the council’s risk register and appropriate mitigation actions.
• Assess and manage resource requirements, including training and recruitment needs.
• Ensure compliance with the Equality Act 2010 and the Public Sector Equality Duty.
• Manage the project budget, including New Burdens Funding and income from registration fees, ensuring financial sustainability and cost recovery.
• Ensure all reporting requirements to the Ministry of Housing, Communities and Local Government (MHCLG) are met.
Skills/Experience:
• Proven experience in project management, ideally within local government or housing services.
• Strong knowledge of housing legislation and the private rented sector.
• Experience delivering large-scale change or legislative implementation projects in a public sector environment.
• Ability to interpret and implement complex legislation and statutory guidance.
• Excellent leadership skills, with experience coordinating multi-disciplinary teams.
• Strong stakeholder engagement and communication skills.
• Experience in policy development, risk management, and governance.
• Financial management experience, including budget monitoring and funding management.
• Strong organisational skills and ability to manage multiple workstreams to tight deadlines.

Additional Information:
• Location: Brentwood & Rochford.
• Hours: 37 hours per week (Monday to Friday, 9:00am–5:30pm).
• Contract Length: 6 months (possible extension).
