Role Overview
Government organisation are seeking an experienced Benefits Manager to provide a standardised benefits service across a complex portfolio. You'll be responsible for ensuring benefits are effectively measured, tracked and captured throughout the project and programme lifecycle, working closely with senior stakeholders to demonstrate value delivery and return on investment.
Key Responsibilities
Benefits Management Framework: • Establish and maintain a standardised benefits management approach across the portfolio • Develop benefits management templates, tools and methodologies • Ensure consistency in benefits identification, measurement and tracking • Support the implementation of benefits management best practices • Drive maturity in benefits management capability across delivery teams
Benefits Measurement & Tracking: • Define clear benefits metrics and Key Performance Indicators (KPIs) • Track and measure benefits realization against baselines • Monitor benefits delivery throughout project and programme lifecycles • Identify risks and issues impacting benefits realization • Ensure robust evidence gathering to support benefits claims
Benefits Capture & Reporting: • Produce regular benefits realization reports for senior leadership • Create executive-level benefits dashboards and visualizations • Support business case development with benefits analysis (SOC, OBC, FBC) • Document benefits realization outcomes and lessons learned • Present benefits performance at governance boards and reviews
Stakeholder Engagement: • Work with project and programme managers to embed benefits management • Engage with benefits owners to ensure accountability and tracking • Support senior stakeholders in understanding benefits delivery • Facilitate benefits workshops and mapping sessions • Build capability in benefits management across teams
Benefits Lifecycle Management: • Support benefits identification during project initiation • Develop benefits realization plans and profiles • Track benefits through delivery, transition and into business-as-usual • Ensure handover of benefits ownership to operational teams • Conduct benefits reviews and validate actual vs. planned outcomes
Essential Requirements
• Proven experience as a Benefits Manager
• Strong benefits management expertise - identification, measurement, tracking and realization • Experience developing standardised approaches - frameworks, templates and methodologies
• Excellent analytical skills - ability to define metrics and analyze performance data
• Business case experience - supporting SOC, OBC, FBC development with benefits analysis • Reporting skills - creating clear, executive-level benefits reports and dashboards
• Stakeholder management - confident engaging with senior leadership and benefits owners
• Understanding of programme/project lifecycle and benefits management integration
• Strong communication skills, both written and verbal • Ability to influence and drive change across organizations
Desirable
• Experience working in government or public sector environments • Knowledge of benefits management frameworks (MSP, Managing Benefits, etc.) • Experience with benefits tracking tools and software • Professional qualification (MSP Practitioner, P3O, APM, or similar) • Understanding of HM Treasury Green Book and business case development • Experience with portfolio-level benefits management • Change management experience
Initial contract is 6 months with strong potential for extension based on portfolio needs.
