Salary: Grade 12: GBP 45,718 - GBP 47,754 per annum

Vacancy Type: Permanent, Contract

Hours: 37 hours per week

National Parks were designated to protect beautiful areas for the benefit of the nation, established under the 1949 National Parks and Access to the Countryside Act.


The Role

Lead and deliver the statutory planning policy functions of the Authority, including the preparation, examination, and adoption of the National Park Local Development Plan, as well as monitoring and review.

Provide advice on and support the preparation of planning strategies and policies, including supplementary planning guidance, place plans, strategic development plans, and local development plan lites.

Lead and manage the Planning Strategy and Policy Team, ensuring efficient and cost-effective service delivery and continuous improvement.


Key Responsibilities

* Oversee the preparation, examination, adoption, and monitoring of the National Park Local Development Plan.
* Support planning ecology matters and related areas such as SAC river catchment partnerships.
* Provide planning policy advice on applications, enforcement cases, and appeals.
* Manage other planning policy work, including strategic development plans, guidance, and studies.
* Advise senior officers and Members on planning strategy and policy, keeping them updated on relevant developments.
* Contribute to the implementation and monitoring of the National Park Management Plan.
* Commission surveys, studies, or specialist services as needed, managing contracts effectively.
* Liaise with Welsh Government, other National Parks, and Local Authorities on planning policies and consultations.
* Promote stakeholder involvement in planning processes and maintain successful relationships.
* Support planning appeal work and attend public inquiries/hearings when appropriate.
* Provide leadership and support to the Planning Strategy and Policy Team, overseeing work priorities and appraisals.
* Monitor team performance, supporting continuous improvement.
* Ensure positive links between the team and other parts of the Authority.
* Manage the team’s budget.
* Represent the Authority at meetings and committees as required.
* Perform other duties as directed by senior management.


Skills and Qualifications

Essential Criteria
* Minimum of 4 years relevant experience in Planning Policy.
* Experience applying public/administrative law to plan-making.
* Degree or equivalent in Town and Country Planning or related field.
* Chartered membership of the Royal Town Planning Institute.
* In-depth knowledge of planning policy.
