We work on behalf of the five Football Associations and in partnership with governments, host cities, stadiums and delivery partners to plan and deliver the tournament safely, inclusively and to world-class standards.

UEFA EURO is one of the world’s largest sporting events. In 2028, it will be hosted across multiple cities in the UK & Ireland, requiring large-scale coordination across transport, infrastructure, stadiums and public services. UEFA owns the tournament and sets requirements; UK & Ireland 2028 Limited is responsible for delivering it locally.
The Role
The Safety and Security Workforce Project Analyst provide analytical, modelling, and data-driven support to the
safety and security leadership team for Euro 2028. While workforce planning will be the initial primary focus, this
role will also support additional special projects and initiatives across the safety and security function, ensuring that
strategic decisions are evidence-based, risks are understood, and operational effectiveness is maximised.
This role supports the successful delivery of the UK&I 2028 Tournament through inclusive, values-driven and

Key Responsibilities:
Workforce Data Analysis & Modelling:
• Analyse workforce requirements, qualifications, geographic distribution, and training needs in support of
the Safety and Security Workforce Manager.
• Develop forecasting and predictive models to optimise staffing levels, resource allocation, and deployment
strategies.
• Identify gaps, trends, and risks within the workforce to support proactive planning and contingency
measures.
Support for Special Projects:
• Provide analytical and data-driven support for a variety of safety and security special projects, which may
include, Cyber Security evaluation modelling, threat and risk modelling, training ans skills mapping and
analysis.
• Collect, clean, and interpret data to provide actionable insights for these projects.
• Contribute to project planning, monitoring, and reporting to ensure objectives are met efficiently and
effectively.
Trend Analysis & Risk Identification:
• Monitor historical, real-time, and predictive data to identify trends in resource availability, and operational
risks.
• Highlight potential issues, risks, or inefficiencies and make data-supported recommendations to senior
management.
• Ensure data insights are translated into operational strategies, contingency plans, or improvements for
ongoing projects.
Reporting, Visualisation & Communication:
• Produce dashboards, reports, and visualisations to present insights clearly to the Safety and
Security management and other stakeholders.
• Support briefings, presentations, and strategic discussions with evidence-based recommendations.
• Ensure communication of key findings in a clear, concise, and actionable manner for decision-making.
Collaboration & Stakeholder Engagement:
• Work closely with internal teams, government agencies, and other event stakeholders to gather and verify
data relevant to workforce and special projects.
• Act as a conduit for ensuring analytical findings inform broader safety and security operations and planning.
Operational Monitoring and Evaluation:
• Develop processes and tools that support the coordination, monitoring and evaluation of live safety and
security operations.

What we’re looking for
Essential experience and skills:
• Proven experience in data analysis, workforce planning, or operational analytics within security, law enforcement, or event management contexts.
• Experience supporting special projects with measurable outcomes in safety, security, or risk management environments.
• Familiarity with large-scale events and associated operational challenges is highly desirable.
• Experience of dealing with senior stakeholders such as Government departments to identify and obtain data

Based at Wembley Stadium, with travel across the UK & Ireland as required.
2026: 3 days/week onsite
2027: 3–4 days/week onsite
2028: Full-time onsite during tournament delivery
