We are currently recruiting for a Tenancy Management Officer within an exceptionally busy Landlord Services team within our Housing & Communities Directorate. Our Tenancy Management Officers are dedicated in providing a supportive and effective tenancy management service to customers whilst ensuring our tenants adhere to the terms of their tenancy agreement. The purpose of our Tenancy Management Officers is to provide a pro-active and customer focused tenancy management service, predominantly within a geographical area, and to ensure they deliver a customer focused and accessible housing service to customers that fulfils its legal and contractual obligations. Our Officers identify and resolve customer issues by regular and visible presence in our neighbourhoods; ensuring they are safe and well maintained and take appropriate and proportionate action to address any issues.


Responsibilities

* Be responsible for a wide range of tenancy management duties including property viewings, tenancy sign up’s, property inspections, managing mutual exchanges, carrying out post tenancy visits, investigations for tenancy changes and supporting the conversion of tenancy tenures.
* Be responsible for the enforcement of tenancy agreements taking the necessary actions where tenants breach their agreements such as using legal tools and powers at their disposal to manage breaches, the service of Notices and applying for Injunctions.
* Work closely with the Anti-Social Behaviour Officers to ensure that evidence is gathered in respect of potential and ongoing legal proceedings
* Work with other housing teams to ensure void properties are let in accordance with the Council’s targets.
* Carry out investigations for abandoned properties and to liaise with other teams within the Council for evidence purposes, including the investigation of tenancy fraud
* Carry out inspections of neighbourhoods, including liaison with the estate caretaking team and other teams within the Council.
* Assist with the management of the Council’s mobile home sites.
* Liaise with the Environmental Protection team where required
* Manage instances of untidy gardens and ensure that these are returned to a satisfactory condition taking enforcement action where necessary.
* Assist with requests for adaptations from disabled tenants and work alongside the HEART team.
* Monitor and distribute customer fobs and report any system issues.
* Attend evictions and manage evictions
* Work closely with tenants to enable them to fulfil their tenancy conditions, contributing to increased sustainability of tenancies.
* Identify those tenants who require additional support and refer to the Tenancy Support Officer or other external agencies as required.
* Complete safeguarding referrals in a timely manner and liaise with the Councils Safeguarding Officer where concerns are identified.
* Work with the Customer Accounts Team to resolve tenants’ financial housing issues and associated housing debt.
* Represent the Council at meetings and forums, work with external partners or agencies and colleagues to ensure effective liaison and partnership working.
* Ensure tenant data remains up to date and is used to tailor service to the needs of our customers


Qualifications and attributes

* Recent and relevant experience of housing management duties
* Experience of dealing with a diverse range of customers in one-to-one situations
* Empathetic with customers
* Can be accountable and responsible for their decisions taken, and to work on own initiative within guidelines
* Qualification at Level 2 or equivalent to include English
* An understanding of housing legislation and law
* Proficient IT skills including Microsoft Word, Excel and able to operate a computerised Housing Management system
* Knowledge of Microsoft Word and Excel
* Good oral and written communication skills
* An ability to understand, interpret and make decisions in matters of Housing Policy
* Knowledge of the issues facing housing, estate management, health and safety and how these impact on the wellbeing of customers and the responsibilities of social housing providers
* Knowledge of the issues affecting tenancy and leasehold management, rights and responsibilities and the enforcement of tenancy and leasehold conditions
* Good all-round interpersonal skills and ability to deal with a diverse range of people at all levels establishing and meeting need with tact and diplomacy
* Be able to ensure the diversity of all is respected and valued and addresses the needs of individuals when making decisions
* Can withstand pressure and make judgements without rigid attitudes
* Self-motivated, assertive yet tactful
* Must hold a current driving licence and have access to personal motorised transport which will be used for visiting tenants in their homes and carrying out neighbourhood inspections
* Have a good work attendance record
* Have a flexible approach to duties and be willing to attend occasional evening meetings
