Responsibilities
* Identify the key outcomes required from programmes and the projects within them, and present these with clarity.
* Develop and maintain a programme plan and present it as a product to bring together all work, enabling the team to track progress, join up activities, and create efficiencies.
* Work with workstream leads to identify activities, resource requirements, milestones and when support is required.
* Set programme controls and assurance to enable adaptation to change when needed.
* Advise on governance, including creating business cases.
* Capture, manage and report risks and issues, understanding when to escalate.
* Lead programme meetings and motivate team members to deliver common goals.
* Report progress to different levels of the organisation and Defra, tailored to each audience.
The Team
This role works closely with the Chief Regulators Group and Water Regulation in the national Environment and Business Directorate. The Water Regulation Programme Office is a new team working on high-profile and cross-cutting work, providing you with a view of water industry enforcement across the organisation.
Experience / Skills Required
* Demonstrable experience leading projects and project teams.
* Understanding or experience of transforming complex organisations.
* Excellent communication and influencing skills; ability to present complex information clearly to enable decisions.
* Ability to build and maintain effective working relationships with dispersed customers and work with people from diverse backgrounds and cultures, promoting diversity considerations in work.
* Ability to respond to tight deadlines and prioritise.
* Thrives in a fast-paced, complex, changing environment; confident leading project teams through uncertainty and ambiguity.
* Understanding of the water industry, regulation or enforcement activities is useful.
Additional Information
* This role is initially advertised until end March 2026 and may be extended until end March 2027.
* EA Office base location; as a national role the working location is flexible/hybrid. Some travel and overnights may be required.
* Inclusive incident management objective in development plan; assistance will be provided to align role with needs.
