Job Summary

:

The project scope is to undertake project management services to manage the production and submission of a Development Consent Order (DCO), working with the Customer’s consultants who will provide all technical, environmental, survey, costing, engagement and legal services to complete the DCO.
As part of the Construction Delivery Team, this role will involve supporting the DCO process, inputs and application and include activities such as, but not limited to:
• Establishing the parameters and set out the construction sequence for the delivery (construction) phase of the project.
• Providing construction planning to support the engagement with stakeholders and support DCO activities
• Assessing the project plans and engineering designs to demonstrate that the scheme can be delivered within the timeframe, will not affect the operations of the airport and minimise impact to the local communities.
• Conduct constructability reviews and integration with the design team to ensure a buildable design, identify opportunities early to improve cost and delivery, identify issues early ad incorporate into design.
• Construction work planning including construction techniques for delivery
• Work Packaging and sequencing
• Supply Chain review including capabilities and availability
• Construction logistics planning

The Construction Manager will lead the development and delivery of critical components of the programme, ensuring scope, schedule, and quality requirements are met safely and efficiently.

Major Responsibilities:

1. Serve as the programme-wide construction functional lead, ensuring construction expertise and insight informs all stages of design and planning.
2. Lead constructability reviews and provide input to optimise construction sequencing, logistics, and methodology.
3. Coordinate with engineering and design consultants to ensure construction requirements are reflected in design deliverables.
4. Support the development of site layouts, temporary works strategies, logistics and phasing plans for construction in a live operational environment.
5. Assist in developing overall construction execution plans, staffing strategies, and resource estimates.
6. Support with shaping delivery execution planning
7. Collaborate with Procurement and Supply Chain to develop construction packaging and delivery strategies.
8. Ensure health, safety, and environmental (HSE) considerations are embedded in all aspects of design and planning.
9. Review and monitor implementation of robust quality control plans during design and construction phases.
10. Maintain awareness of design evolution, scope changes, and their potential impacts on construction methods, costs, and schedules.
11. Contribute to cost estimates, budgets, risk assessments, and progress reporting for construction scope.
12. Provide guidance and mentorship to assigned project and field personnel, promoting a culture of safety, collaboration, and excellence.
13. Support stakeholder engagement and provide technical input to support approvals and permits.
14. Reviews project controls documents on progress relating to cost and schedule
15. Ensures the Zero Accident Philosophy is incorporated into all aspects of construction operations.
16. Proven technical expertise, and know when to reach out for support from other Bechtel SME’s
17. Plans and implements procedures to ensure construction operations are continuously
18. adhering to engineering designs, specifications, quality standards, schedules, and budget.
19. Establishes and assures adherence to budgets, schedules, work plans, and
20. performance requirements
21. Responsible for staffing decisions, performance appraisals, and pay reviews

Education and Experience Requirements:

22. Bachelor’s or master’s degree in Civil Engineering, Construction Management, or related discipline and relevant work experience.
