We have an exciting opportunity for a Team Manager to lead our new PACT Team (People Achieving Change Together) within Adult Social Care at Wokingham Borough Council. This is a full time, permanent role and a rare chance to help shape a new service from the very beginning.

The PACT Team will work alongside adults who may not feel able to engage with traditional services. This includes young people transitioning into adulthood, people experiencing complex or high risk circumstances, those at risk of exploitation, and individuals whose hoarding is creating serious safety concerns. The team will hold a small caseload, allowing time to build meaningful, trusting relationships and to respond quickly and flexibly when someone is at risk or in crisis. We will work with adults who have Care Act eligible needs, or who may reach that point without early, compassionate, and relational support.

As Team Manager, you will lead and support a skilled group of practitioners to work in a trauma informed, relational, and goal focused way. You will create the conditions for safe, consistent, and compassionate practice, helping staff to understand how trauma can shape behaviour and experiences. You’ll champion approaches that prioritise safety, choice, collaboration, and respect, ensuring people are met with dignity and curiosity rather than judgement.

We are looking for a calm, reflective and values driven leader who understands the impact of trauma, can balance care and risk thoughtfully, and can support staff through emotionally demanding work with steadiness, empathy, and confidence.

Key responsibilities:

1. Support the team day to day. Share work fairly, use resources well and make sure statutory duties are met safely and respectfully.
2. Embed Trauma Informed and Strengths‑Based practice in everyday work with people and partners.
3. Provide steady, compassionate leadership. Create a safe and open workplace, support staff to grow and manage performance fairly.
4. Work with community and voluntary partners to design better ways of working and encourage open, honest learning.
5. Set clear, shared goals that link to service priorities and help the team stay focused and consistent.
6. Guide staff through change with calm, supportive leadership.
7. Work flexibly across Adult Social Care to meet service needs and support person centred practice.

Candidate criteria:

8. A Social Work or Occupational Therapy qualification, with current professional registration.
9. Experience working with people who need different approaches to engagement, and a track record of achieving positive outcomes.
10. Experience working in multi‑agency settings and confidence building strong partnerships.
11. A commitment to relational, Trauma Informed and Strengths Based practice, with a good understanding of how trauma shapes behaviour and daily life.
12. Able to bring empathy, clarity and calm leadership to challenging or high risk situations, keeping safety and wellbeing at the centre.
13. Open, honest and grounded in communication, with the ability to support and guide staff through complex decisions.
14. Experience in adult social care, health or a related field, with the confidence to lead and support others.
15. A driving licence or ability to travel as needed.
