Working on behalf of a Local Authority, Aatom Recruitment has a new opportunity for an Adult Learning Disabilities Head of Service on an initial 3 months contract with the possibility of further extension.
Responsibilities and Duties
* Management of staff performance and development within the Adult Learning Disability Service
* Delivery of national and local policy frameworks related to learning disability
* Responsibility for managing the budget for the services for people with learning disabilities.
* To work with colleagues in Children’s services and in the 0-25 Transitions service, to manage the transition of young people into adult services.
* Responsibility for management of the Shared Lives service
* Local strategic planning and user and carer engagement.
* To work with commissioners to further develop an effective service for those with autism.
* To work with senior managers across health and social care to evaluate and if appropriate put in place, plans for an integrated Learning Disability Service.

* Ability to adhere to and promote the client and the Equality and Diversity policies.
* Ability to ensure robust service and guidance and arrangements across the Learning Disability Services
* Ability to provide leadership to manage, promote and support the work of the service.
* Ensure that arrangements are in place for the professional development of staff.
* An ability to understand and implement appropriate commissioning and partnership culture.
* Ability to design and implement appropriate performance management methodology.
* Ability to organise and present ideas and to write clear concise reports, business plans and strategy documents.
* Ability to manage change, including leading and managing within a customer care framework.
* Detailed knowledge and experience of the health and social care needs of people with learning disabilities
* Knowledge of legislation, regulation and guidance relating to Health and Social Care and in particular understanding of the needs of adults with learning disabilities.
* Experience of leading/managing services at a senior level in health and social care to include business planning, allocation of resources, & management of budgets.
* Experience of working with partner agencies and Health, on joint integrated services in particular.
* Experience of staff, performance and budget management. Experience of delivering efficiencies.
* Educated to degree level
* A professional social work qualification recognised by SWE or equivalent relevant NHS professional qualification
* A management qualification would be preferred and/or evidence of management training and development
* Evidence of proven experience of managing services at a senior level with a local authority
