About the Role
As a Technician (Buyer) you will join a busy, motivated and skilled team delivering a compliant transactional purchasing service, in line with current legislation and the LCC Constitution (Part 4G).
You will support operational teams by receiving and processing requisitions, creating purchase orders in the Oracle Fusion suite and expediting delivery within agreed timescales. This will include purchase and hire of materials and plant required for the delivery of a wide range of projects and programmes across the wider highways environment.
You will be the first point of contact for requestors and suppliers alike and will consistently provide a high level of customer service as an ambassador for the team.
You will understand the content and T&Cs of the approved contracts and frameworks in use including how they are created and the supplier selection process to provide a compliant purchasing service and to deal professionally with any enquiries relating to contracts, selection process and timescales.
You will also provide administrative support to other teams by processing procurement opportunities via an electronic portal (Proactis), monitor supplier performance and evaluate the service provided to feedback during supplier meetings.
The nature of the work may involve conducting work at different locations than their designated base and attending, from time to time, training courses, conferences, seminars or other meetings as required by his/her own training needs and the needs of the service.
About You
To apply for this post:
• You have GCSE Grades A-C (9-4) or equivalent in English and Maths, NVQ Level 3 in a subject relevant to the business area OR BTEC ONC or Diploma in a technical / administrative field or demonstrable evidence of the skills and experience as outlined below.
• You have experience working in a purchasing, highways maintenance or construction industry and within an office environment using the Microsoft Office software suite including spreadsheets and word processors.
• You have knowledge of procurement legislation including Public Contract regulations 2015
• You have a working knowledge of financial systems to enter and retrieve information.
• You have excellent communication skills, a willingness to be flexible to undertake a variety of tasks and a clear approach to planning and organisation to proactively prioritise your workload.
• You are adept at dealing with internal and external customers via a variety of communication methods.
• You are competent at entering and retrieving data from computer systems in line with business processes to support the efficient delivery of services.
We also expect you to share and will ask you to evidence when you have demonstrated them as part of the selection process.
