Senior Nuclear Engineer Officer (SNEO) Base Nuclear Safety Organisation (BNSO) Primary Purpose The Senior Nuclear Engineer Officer (SNEO) is responsible for monitoring and evaluating current and future planned nuclear submarine operations, maintenance, repair and test activities within HM Naval Base Devonport. This monitoring provides assurance through Nuclear Safety Assurance (NSA) to the NBC that these activities are suitably controlled, compliant with relevant safety cases, de-conflicted with other activities when necessary and ALARP. To act as the Technical Advise & Support Group (TASG) Chairman as part of the Nuclear Emergency Response Organisation (NERO). To act as the duty on call BNSO NERO and Procedure Authorisation Group (PAG) Officer. Secondary Purpose The SNEO is responsible for the reporting, investigating and recording of nuclear and radiological events on the MoD owned site to enable learning from experience. The SNEO is the chairman of and provides the secretary for the Site Event Reporting Committee (SERC). Responsibilities To assure NBC that all work affecting nuclear safety and radiological protection carried out in the Naval Base meets the appropriate nuclear standards. To maintain close regular communication with other BNSO officers, Superintendent Upkeep Submarines (SUSM), SUBFLOT, Queen’s Harbour Master (QHM), Babcock, Cross Site Authorisation Group (XSAG), PAG and Reactor Test Group Chairmen as well as Ships’ Staff on the nuclear safety implications of operations, repairs, movements or other activities. To ensure that BNSO is represented at the Tidal X Berth (TXB) and Joint Babcock/MOD Fleet Time Support Group PAGs. BNSO’s involvement in PAGs includes: Active participation in PAG deliberation in proposals for work on, or operation of the Naval Reactor Plant (NRP). This includes detailed prescription and endorsement of how work is to be undertaken and constraints to be applied to plant operation during the conduct of work to ensure that nuclear safety is maintained at all times. Ensuring that ALARP principles are applied such that the work minimises the accrued radiation dose, risk of nuclear safety event/incident or accident and risk to the public. Review and analysis of completed nuclear procedures on their return from submarines for completeness, the results achieved and any issue arising. Inputting to, endorsing and monitoring of nuclear logics and nuclear procedures to identify and minimise potential conflicts that might diminish nuclear safety. Providing assurance to NSA that PAG business is conducted in a manner conducive to the maintenance of a strong safety culture. To collect, summarise and promulgate information on submarine plant state, cooldown method, systems released, primary and secondary work and any other important activities. To collate and evaluate all information that may affect base wide nuclear safety taking action or making recommendations to DNSA as appropriate to ensure all nuclear operations remain ALARP. To be the chairman of, and provide a secretary for, the Nuclear Safety Co- ordinating Committee (NSCC). To arrange/undertake investigations into nuclear and radiological safety events where the nature/severity of the event indicates that this is appropriate. To advise and brief Babcock on the reasons for any restrictions placed on their activities in relation to co-ordinating base wide nuclear safety. To brief the BNSO Duty PAG Officer on any known, relevant issues that may impact on the duty. To act as the lead sponsor of the Rainbow Report. To act as lead cell sponsor and TASG chairman in accordance with DEVNUSAFE and advise on the requirements of the TASG to meet its function. To undertake the duties of BNSO duty PAG officer /duty TASG Chairman. To represent the Naval Base at the Operational Experience Learning Group (OELG) and Submarine OELG. To review reports of major events/incidents/accidents from other areas of the nuclear industry and where appropriate other industries. To provide nuclear auditors to Senior Nuclear Assurance Manager (SNAM) to assist with nuclear audits, co-ordinated by SNAM, of Naval Base and Lodger Units. In order to be agile on the way it uses the skills and knowledge of its people, NBC (Devonport) uses flexible resourcing to achieve NB Outputs. Suitable qualified and experienced NBC staff may therefore be asked to undertake tasks in support of other teams from across the Naval Base. To undertake miscellaneous tasking as required. Authority SNEO is authorised to: 1. Deputise for DNSA, in his absence, for the co-ordination of day to day nuclear safety matters. 2. Deputise for NSA, in the absence of both NSA and DNSA, in providing assurance that the activities of the individual authorities and organisations within the Naval Base are co-ordinated and executed in a manner that preserves nuclear safety. 3. Interpret local regulations within limits of the Site Safety Justification. 4. Endorse, if appropriate, the intentions of individual authorities when there are conflicting activities that cannot be avoided, after consulting NSA or DNSA as appropriate. 5. Have access to work places and information from all Naval Base authorities for the above purpose. Additional requirements, Health and Safety and Security The post holder has a personal legal responsibility for their own health and safety and that of others who might be harmed by their actions or omissions. Staff are required to cooperate with their Employer and others on health and safety and not to interfere with or misuse anything provided for health, safety or welfare. In addition, as a Nuclear Authorised and Licensed Site, all staff are to give due priority to safety. All staff are required to prevent harm to the environment, which can be achieved by minimising waste, using the recycling facilities provided, turning off unwanted heating and lighting, reporting water leaks and preventing pollution of the water, land and air. Causing or knowingly permitting a pollution incident could result in a breach of legislation as well as causing harm to the environment. Postholders have a responsibility to be aware of the security implications of their actions on themselves and others. Staff are required to cooperate with their Employer by demonstrating good security behaviours through maintaining personal security clearances, in date Naval Base passes and mandatory security training. All staff are required to challenge poor security behaviours and report these and any suspicious activities to the Naval Base security forces. Review of Terms of Reference TORs are to be reviewed and agreed annually. Line Managers are to ensure that any change to a post is managed in accordance with NB Business Procedure 48 – Organisational Change. Upon agreement of ToRs they are to be signed and dated by both the Line Manager and the Post Incumbent. An electronic copy of the ToRs must be uploaded onto the NBC(D) ToRs SharePoint library for audit and reference purposes. This is the responsibility of both the Line Manager and Post Holder.
