Development Manager

Are you an experienced Development Manager ready to lead residential schemes from land acquisition to planning consent?
We're recruiting on behalf of a well known regeneration housing contractor to recruit a dynamic and skilled Development Manager to join their Pre-Construction team.
This is a key opportunity to manage a variety of open market and land-led contracting opportunities across Cornwall—optimising land value, driving project viability, and securing successful planning approvals.
About the Role:
As Development Manager, you will lead and coordinate development activity from the point of land handover through to obtaining viable planning consents. You’ll play a central role in managing the design and planning process, engaging with stakeholders, and ensuring financial and programme targets are achieved.
Key Responsibilities:
* Act as project lead on all allocated developments during the pre-construction phase.
* Drive projects through the development lifecycle, ensuring viability and alignment with company strategy.
* Produce development appraisals and programmes to inform business planning.
* Manage the appointment and coordination of external consultants and technical surveys.
* Prepare and submit high-quality planning applications and manage them through to approval.
* Lead stakeholder engagement and public consultations, including attending parish council meetings.
* Collaborate with the Commercial team to ensure appraisals are robust and reflect best value.
* Monitor budgets, planning obligations, and programme delivery to ensure financial viability.
* Negotiate Section 106 agreements and planning conditions to mitigate risk and delay.
* Work with internal Sales, Construction, and Technical teams to inform product mix, buildability, and design.
* Support the Ocean Housing Development team where schemes are built internally.
* Coordinate smooth handovers from pre-construction into delivery phase.
About You:
* HND or equivalent Level 5 qualification in any discipline, degree of level 6 would be preferred.
* Knowledge and experience of the development process within housebuilding from land acquisition through to sales
* Knowledge of legal matters around land acquisitions, options, contracts and s106 agreements.
* Knowledge of contracting and negotiations of land led schemes.
