National Parks were designated in order to protect beautiful areas for the benefit of the nation. They came about as a result of the 1949 National Parks and Access to the Countryside Act, which put a legislative framework in place for the establishment of National Parks in England and Wales.
The Role
To increase the impacts and delivery of the National Park Authority with external stakeholders through inclusive involvement and collaboration with external stakeholders with the objective of developing more effective working relationships for policy development and mission delivery.
To establish and lead coordination of a Fforwm Y Bannau working closely with Members and the Executive Board.
To lead on diverse and inclusive public involvement and engagement in the preparation of the Local Development Plan.
Develop effective relationships with key stakeholders and co-ordinate and advise on stakeholder engagement, involvement and partnership working across the Authority. Including the development of creative and cultural approaches that reach wider audiences and communicate their shared missions and ambitions.
Ensure that the work of the Authority and related policy development and implementation is inclusive and also takes into account the views of key stakeholders.
Key Responsibilities
Coordinate and support stakeholder engagement for the development and delivery of strategic policy within the National Park including the Local Development Plan, National Park Management Plan, Supplementary Planning Guidance, Place Plans and other strategies.
Undertake stakeholder mapping and analysis for strategic policy development and implementation within the National Park, creating a stakeholder database.
Develop and deliver inclusive stakeholder engagement strategies for the development of strategic policy, key partnerships and work areas within the National Park.
Work across the Authority to co-ordinate engagement with key external stakeholder sand partnerships for impactful community involvement to inform policy making and implementation.
Work with the Planning Policy Team and across the Authority to develop and implement the Local Development Plan community involvement scheme and appropriate strategies for engagement for each stage of the Local Development Plan process.
Lead on the development and implementation of key partnerships, including Fforwm yBannau, with internal officers, Members and external stakeholders.
Oversee and support continual improvement across other existing strategic partnerships including (but not limited to) Unesco Fforest Fawr Geopark, Dark Skies Board, Waterfalls Partnership and the Sustainable Destination Partnership.
Lead and attend appropriate stakeholder and partnership meetings, sometimes outside normal office hours as required.
Provide stakeholder engagement and partnership working advice to senior officers, Members and other teams in the Authority.
Convey accurately and with confidence the messages from engagement and consultation
Provide line management to officers working as part of this team.
Any other duty, appropriate to the grade and nature of the post, as required by the Head of Destination & Engagement, Directors and Chief Executive.
Skills and Qualifications
Essential Criteria
Significant relevant experience in the field of stakeholder and partnership engagement
Experience of relationship management and collaboration including demonstrable record of establishing an effective strategic partnership
Experience of project management techniques
Experience of public engagement or working with statutory, public and voluntary organisations and the general public
A recognised qualification, degree or equivalent in a relevant discipline
Detailed knowledge and working understanding of consultation and engagement techniques in the public sector in Wales
Excellent communicator with a range of audiences
Ability to work under pressure, on own initiative and organise workload effectively
Strong interpersonal, written and oral communication skills to facilitate discussions and dealings with members of the public, Authority Members and staff and to represent the Authority at all levels in dealings with stakeholders and partner organisations
An ability to provide coherent, competent and professional advice both written and verbal
An ability to demonstrate organisational and interpersonal skills required to deliver complex work areas and meet deadlines
An ability to work as part of a team and to mentor and support colleagues
Ability to deal diplomatically with the public, National Park Members, staff and other stakeholders
Ability to proactively engage local communities and other key stakeholders in the development and delivery of policy and services
A willingness to attend public meetings outside core office hours Level 0 Welsh language
