MCS Group is seeking an experienced Project Development Manager / Implementation Manager to lead the development of key projects and business cases from concept through to delivery. This role is a unique opportunity to work with clinical and operational teams, senior stakeholders, and external partners on projects that influence service delivery, policy, and organisational change. You will take responsibility for the end-to-end delivery of complex projects, including the development of detailed business cases, project planning, and full implementation. You'll work with a wide range of stakeholders across the health and social care sector and external organisations, driving innovation, supporting service improvements, and embedding new technologies. The Role You will develop and present business cases (including those exceeding £1.5m) in line with the Northern Ireland Guide to Expenditure Appraisal and Evaluation (NIGEAE). You will leading projects through all stages, from initiation to implementation and benefits realisation. Additionally, you will undertake research and analysis to inform project planning and strategic alignment. You will influence and negotiate with diverse stakeholders to achieve outcomes against challenging deadlines. The post holder will manage the procurement processes and supplier relationships within public sector frameworks. Overseeing risk management, financial planning, and project assurance. You will also lead project teams, supporting staff development, and ensuring effective communication across all stakeholders. The Person: Essential Criteria A relevant university degree (or equivalent professional qualification) with at least 3 years' experience in a senior management or project management role. OR At least 5 years' experience in a project management role, including 3 years at senior management level. A recognised project management qualification (e.g. PRINCE2, MSP). Demonstrated experience of: Delivering projects from initiation to benefits realisation. Writing approved business cases. Researching, analysing, and interpreting complex information to inform business cases and project delivery. Successfully engaging with diverse stakeholders to deliver service change and improvements. Strong planning, organisational, and problem-solving skills. Excellent written and verbal communication, with experience preparing reports, documentation, and delivering presentations. A current full UK driving licence and access to a vehicle (reasonable adjustments will be made for applicants with disabilities).
