Job Summary
Egglescliffe and Eaglescliffe Parish Council is seeking an organised, proactive, and community-minded individual to take on the role of Parish Clerk and Responsible Financial Officer. This is a pivotal leadership position supporting councillors, managing finances, and helping deliver local projects that make a difference in our community.
We are open to applications for a job share. There will be a six-month probationary period including comprehensive handover from the current clerk.
The successful applicant will be an excellent communicator, have sound administrative, IT and financial skills, and be committed to public service. Experience in local government is desirable but not essential – training will be provided, including support to gain the CiLCA qualification if required.
Evening meetings and occasional events attendance is required.
Key Responsibilities:
· Ensure lawful, transparent and efficient operations of the Council
· Prepare agendas, reports, and minutes
· Manage and oversee contractors
· Create Invitations to Tender (ITT)
· Maintain financial records and ensure sound budgetary management
· Coordinate community projects, consultations, and communications
· Support councillors in achieving strategic objectives#
PERSON SPECIFICATION
Essential:
· Experience of administrative or financial management
· Strong written and verbal communication
· High level of IT literacy (Microsoft Office, accounting software)
· Ability to work independently and manage priorities
· Commitment to public service and community engagement
Desirable:
· CiLCA qualification or willingness to obtain within 2 years
· Experience in a Parish or Town Council setting
· Knowledge of local government law
· Budgeting and financial reporting skills
· Experience managing social media pages
Role is part time (27hrs/wk) - salary quoted is FTE based on 37.5hrs/wk
