We have an exciting opportunity for an experienced, talented and ambitious senior nurse/operational manager to undertake the role of Head of Site Management at Ysbyty Glan Clwyd. This is a critical senior role for the right individual to lead and ensure excellence in the delivery of the hospital’s site’s patient flow processes, ensuring a focus on continuous improvement, a commitment to enabling the delivery of safe and high quality patient care, and a drive towards delivery of local and national standards. The successful post holder will work closely with all clinical and operational teams across the whole hospital site to support delivery of safe patient flow across the hospital 24/7. The post holder will lead and develop a team of clinical site managers. S/he will also be responsible for developing and implementing clear operational plans to continuously improve patient flow processes across the hospital site and wider health system. This is a high profile role. The successful candidate will be able to demonstrate experience in managing a complex and demanding workload, in building positive and enduring relationships with and across all professional groups, and, in ensuring safe, high quality patient flow is delivered whilst meeting local/national targets/standards. Main duties of the job Responsible for the overall leadership, management and strategic development of the Site Management function of the hospital ensuring effective patient flows (Scheduled and Unscheduled care). The post will provide leadership for the clinical services/strategy within area of responsibility, reporting directly to the Hospital Director of Operations. Responsible and accountable for all staff including nursing and clinical staff within the site team. Responsible for the budget and physical resources within area of responsibility. Accountable for the process and systems for patient flows across the hospital incorporating scheduled and unscheduled care. The post holder will be responsible for the overall management of emergency care 4 hour standard. This will require daily monitoring and forward look approach towards managing patient flows in a safe, timely and responsive manner. The other area of responsibility will be the number of cancelled operations on the day due to bed availability. These operational standards will be shared with the respective Directorate General Managers and Heads of Nursing. Detailed Job Description And Main Responsibilities Lead the unscheduled care patient flows ensuring service n eeds are met including the development of business cases to support delivery incorporating operational standards, quality, financial and workforce needs. Continually reviews staffing and organisational structures by leading and directing senior nurses/allied health professionals/specialist nurses in all aspects of delivering a changing strategic service across the site. Using advanced analytical skills assesses interprets and compares complex information to enable the development and implementation of improved patient flows and clinical service objectives for the site and broadly, contribute to the unscheduled care success across the HB by strengthening YGC position. Be responsible for ensuring prudent patient flow and site principles are embedded within areas of responsibility, cost effective, well-managed processes across diverse clinical departments within the site including the recruitment, appointment and retention of specialists to achieve this outcome. Develop, implement and monitor training plans in line with the latest practice for enhanced approach in managing inflow, flow and outflows. This will incorporate nursing and midwifery, clinical services and operational/administrative roles paving the way forward for new ways of working in line with the site improvement plan and strategy. Management of administrative, nursing and clinical services staff, responsible for workforce and organisational development including recruitment, career development, disciplinary, performance monitoring, appraisal and Continuing Professional Development. Takes a lead for policy development and implementation at site level for operational, nursing and clinical services Instigate audit processes, research and clinical governance to identify areas where innovative practice is paramount. Required at a moment’s notice to address patient/client complaints, meet face to face with angry, aggressive patients and relatives with the aim of resolving potentially critical issues for the organisation. Investigate complaints and provide professional advice on specific cases. Undertakes analysis of number and trends of complaints within the Directorate and develops robust action plans to correct causes and embed learning within core governance structures Responsible for evaluating current and future service needs and completing 5 year projected workforce plans which inform the Welsh Assembly Government on strategic and educational needs for nursing and clinical services in the future. Provides professional advice on Site Operational and HB Policies. Ensure that the implications of national and local strategies on patient access, flows and unscheduled care are identified, and advise accordingly the Hospital Management Team. Advises the Site and health board on how strategies and policies should be implemented. Take the lead in obtaining improved capital and revenue funding for site, nursing and clinical services within the hospital through the development of Service Plans, proposals business cases, negotiate with other agencies internally and externally.To be instrumental on forging new working alliances and relationships with other disciplines and other statutory and voluntary organisations. Respond to national and local Consultation, Developments and initiatives thatimpact on patient access, flows, operational, Nursing and midwifery/clinical Services within HB. Undertake the duties of the 100 bleep holder role within hours. Participate in the on call senior manager rota for both clinical and operational issues out of hours. Act as on call manager to ensure continued effective operational management in line with the organisations role and remit. Act as the Hospital lead for managing patient flows (inflow, flow and outflow) Monday to Friday ensuring compliance against the agreed patient flow standards across the site. This will be in addition to the daily Duty Manager who will; support the role focusing on a 24 hour delivery of the agreed plan for site flows. The Head of Site Management is a senior post accountable and responsible for maintaining patient flow standards. This will include directing the directorate escalation leads with the requirements of maintaining safe, quality and timely flow of patients meeting the agreed operational standards. The Head of Site Management will develop the site escalation plan and will also lead on the seasonal planning activity on behalf of the Hospital Director of Operations. The post holder will be expected to lead site autonomously up to level 3 escalation at which point the director of the week will take on the lead for site with support from the Head of site management. The Head of Site Management will be expected to keep the Hospital Management Team and the Hospital Director of Operations appraised of the position throughout the day seeking timely escalation for operational issues to the Hospital Director of Operations, nursing to Director of Nursing and Medical issues to the Medical Director. If this is not resolved despite escalation, the next level will be the Hospital Director of Operations who has the overall accountability as the senior officer for the hospital site.
