Rate of Pay: £33.88 - £44.71 per hour
Summary:
Westminster City Council is seeking a skilled and motivated Environmental Health Officer (EHO) or Housing Enforcement Officer to join the Selective and HMO Licensing Team. This role is essential in ensuring housing standards are maintained, residents are protected, and landlords comply with statutory requirements under the Housing Act 2004 and related legislation. The successful candidate will manage licence applications, investigate housing-related complaints, carry out inspections, and take enforcement action where necessary.
Responsibilities:
* Process selective and HMO licence applications in line with council procedures and statutory requirements.
* Investigate complaints relating to housing licensing and housing conditions.
* Conduct property inspections to assess compliance with housing legislation and identify risks relating to fire safety, damp and mould, overcrowding, and general housing conditions.
* Take proportionate enforcement action, including drafting and serving statutory notices and preparing evidence for prosecutions.
* Provide clear, professional communication and advice to landlords, tenants, and stakeholders.
Requirements:
* HHSRS (Housing Health and Safety Rating System) Certificate.
* Proven experience in housing enforcement or a similar regulatory role.
* Demonstrated knowledge of housing legislation, including the Housing Act 2004, HMO regulations, and local authority enforcement powers.
* Experience serving a range of housing-related formal notices.
* Strong inspection and investigative skills, with experience in fire safety, damp and mould, overcrowding, and general housing conditions.
* Ability to write clear, accurate reports, notices, and correspondence.
* Strong organisational skills with the ability to prioritise work and meet deadlines.
* Confident decision-making skills and ability to communicate professionally with a wide range of stakeholders.
