Fife Council is seeking an exceptional leader to join us as Head of Finance, overseeing a gross budget in excess of £1.3bn, a capital investment plan of over £1bn, and a pension fund valued at more than £4bn. About the Role
1. Ensure robust financial management and reporting across the Council, promoting effective planning and decision-making.
2. Lead a team of around staff, including finance operations, business partners, internal audit, risk management, and pensions.
3. Drive innovation and change, optimising resources and technology to deliver efficient financial, internal audit, and pension services.
4. Advise senior leaders and elected members on financial strategy, risk, and compliance, safeguarding the Council’s interests.
5. Develop and oversee the Council’s capital investment plan and revenue budget process.
6. Provide expert guidance on pension fund administration and investment strategies and manage delegated investment decisions.
7. Represent the Council externally, building strong networks with local authorities, government, and public agencies.
About you
8. Qualified accountant (member of a CCAB body) with significant experience leading finance functions in complex organisations.
9. Track record of successful financial management, strategic planning, and risk management.
10. Proven ability to provide trusted advice to senior stakeholders in political and partnership environments.
11. Strong leadership skills, with the ability to motivate and develop teams, champion change, and deliver results.
12. Up-to-date knowledge of accounting requirements, regulation, and best practice.
13. Excellent communication, advocacy, and partnership skills.
14. Experience in audit, risk management, and treasury management is desirable, as is commercial awareness and understanding of the national agenda influencing local government in Scotland.
