We are seeking a dynamic and experienced procurement professional to lead our Strategic Procurement and Contracts function. This is a pivotal role within the Council’s Resources and Performance Directorate, responsible for delivering strategic leadership, policy development, and operational oversight of procurement and contract management across the whole of the council's external spend portfolio. You will manage a small, skilled team, providing expert guidance and assurance to senior leaders, Directors, Assistant Directors and Members. Your work will ensure compliance with statutory and regulatory requirements, embed social value, and support the delivery of the Council Plan. Key Responsibilities: Lead and manage the corporate procurement and contract management team. Provide strategic direction and develop procurement and contract assurance strategies. Collaborate with Legal Services, Financial Services, and other stakeholders to build procurement expertise and technical skills. Ensure compliance with the Procurement Act 2023 and the Council’s Contract Procedure Rules. Advising Officers and Members and shaping the forward plan. Drive transformation and innovation in procurement practices to improve efficiency and value for money. About You: You will be a Chartered MCIPS professional or equivalent, with a strong track record in public sector procurement and contract management. You’ll bring: Proven leadership and team management experience. Deep understanding of procurement legislation and best practice. Excellent stakeholder engagement and communication skills.
