Finance Manager needed in Bristol, £24.88ph PAYE - Reference: 5270578 As the Finance Manager, you will be responsible for assisting in the delivery of financial performance including project financial controls, aiding the preparation of primary and associated financial statements, carrying out financial modelling, project support and financial analysis of budgets and forecasts across corporate and operational areas as well infrastructure, development and delivery directorates and workstreams. The role sits within a small and relatively new team and the post holder will play a key role in establishing and embedding finance processes. The role will work across all business areas of finance and the entire accounting cycle. The role reports in the Head of Finance and will be required to deputise in relevant areas. Financial Reporting and Performance: 1. Provide professional financial advice and financial modelling to support the development of multi-year budgets, financial plans, project plans and the review of policies and strategies relating to specific projects, schemes, and capital expenditure. 2. Develop measures to assess risk within projects or budgets of high demand and cost volatility or where significant third-party funding is provided. 3. Monitor income, expenditure and outturn predictions, identifying and communicating unexpected budget variances, budget volatility and monitoring the validity of budget management decisions against accountancy rules and regulations. 4. Interrogate all forecasts including delivery and infrastructure Cost Plans provided by third-party delivery partners and subcontractors. 5. Assist in the preparation of monthly management accounts including profit and loss account, balance sheet, cash flows, variance analysis, key performance indicators and supporting commentaries. 6. Assist in producing final accounts in accordance with International Financial Reporting Standards including the production of disclosure notes and supplementary financial analysis. 7. Prepare and proactively contribute to reports for directors and managers and key decision makers, including LLP Board, clearly identifying the financial effects of policy and other proposals on the delivery of Bristol Temple Quarter. 8. Prepare and monitor promptly and accurately all relevant claims and returns in relation to grant funding and loan drawdowns. 9. Contribute to the financial elements of the annual LLP Business Plan, business cases and funding bids. BTQ Interim Finance Manager JD June 25 POST LLP029 Financial Control and Process Improvement 10. Document and implement finance processes, templates, trackers and controls. 11. Challenge and improve financial systems, processes and controls particularly where they relate to project and LLP governance. Compliance: 12. Ensure compliance with accounting and auditing regulations, including the Companies Act 2006 as applied to LLPs. Tax Management: 13. Support on LLP taxation matters including profit allocations and tax implications for members, LLP tax liabilities (e.g. VAT, Opt to Tax, Stamp Duty, Construction Industry Scheme) and any other tax matter that may affect the LLP. This may include preparation and submission of returns to HMRC. Member Support and Stakeholder Management: 14. Develop and maintain strong relationships with Directors, Managers and Partner representatives based on personal and professional credibility and be capable of delivering clear and concise presentations of financial information to ensure the audience understands the financial aspects of key decisions. 15. Proactively work with Programme and Project Managers, commercial specialists and other team members as required, providing effective business partnering and strategic financial advice. 16. Liaise with auditors and external advisors on all areas related to the delivery of BTQ and provide timely and accurate data to support their requirements. Finance Systems and Support Services 17. Support on all business finance functions such as the end-to-end accounts payable, accounts receivable, financial transaction recording, financial reporting and year end financial close procedures. 18. Maintain of all elements of the LLP finance system including reporting hierarchy, chart of accounts, general ledger and control accounts. 19. Monitor and control cash flow including managing bank accounts and payments. This is a full time role on a Temporary contract basis.
