The Capability Specialist helps shape and develop procurement best and professional practice approaches, including regular contact with senior stakeholders across Scotland. This role is accelerating our progress on professionalisation and supporting the delivery of procurement that is good for businesses and their employees; good for places and communities; good for society; open and connected. Responsibilities Managing the Procurement People of Tomorrow programme effectively, including directly supporting the Head of Procurement Profession, working closely with stakeholders across the public and private sectors, both nationally and internationally, to confidently manage risks and deliver outcomes. Leading on defined capability workstreams, project managing these effectively and efficiently, and reporting regularly to senior stakeholders and colleagues. Researching, developing and implementing procurement best practice processes, systems and tools including, but not limited to, policies, procedures, methodologies and technologies in order to improve efficiency and procurement capability. Providing advice and guidance on procurement policies, procedures and practice to stakeholders, and continually keeping your own knowledge of legal and policy matters in the context of Scottish Procurement up-to-date. Work flexibly both within the team, Division and across the Directorate to help deliver the organisation’s wider goals, creating a sense of belonging using collaborative, influential and empowering behaviours. Supporting the smooth running of the division and the delivery of its services through business management and financial work as required. Responsibilities Qualifications This is a specialist role which requires evidence of continuous professional development, including external, advanced level professional accreditation or working towards accreditation of CIPS Level 4 Diploma, WCC Practitioner Certification or relevant equivalent; or a commitment to attaining such an accreditation once in post.
