Overview

Head of Liquidity Management and Strategy (LMS) Centre of Excellence – director role based in London. Reporting to Group Head of Funding and Liquidity Management within Barclays Treasury. The role will directly manage the UK LMS team, responsible for funding strategy and liquidity management across the Barclays Group, and coordinate with wider global teams in India, Ireland and the US.

The LMS team oversees and shapes the funding profile of the balance sheets of Barclays Group and its major subsidiaries, defining parameters for optimal funding composition at an efficient cost of funds. The role works in close partnership with stakeholders across Treasury, material entities and business units, ensuring liquidity and funding levels meet liquidity targets and risk limits, with appropriate diversification of funding sources by tenor, concentration and currency. Regular interaction with senior governance committees including the Group Treasury Committee and engagement with regulators is required.

The successful candidate will bring solid liquidity subject matter expertise, including familiarity with UK and global liquidity regulation principles, and strong numerical, data-analytical and presentational skills. The role requires strong governance, risk and controls discipline, the ability to interact and collaborate with a wide range of stakeholders, and the management of a significant team with adherence to the Barclays Values and Mindset.


Responsibilities

* Development and implementation of funding and liquidity strategies to efficiently manage the bank’s liquidity position within regulatory requirements and risk appetite, aiming for favourable funding costs.
* Analysis and quantification of the regulatory and behavioural liquidity risk impact of transactions undertaken by business units.
* Maintain strong relationships with key business units and work with them to manage liquidity within constraints.
* Monitor key liquidity metrics and trends and advise on actions to maintain funding and liquidity levels within tolerance.
* Manage intra-group funding arrangements to ensure subsidiaries are adequately funded and managed within balance sheet, large exposure and capital constraints.
* Design and implement stress testing methodologies to assess liquidity resilience under various shocks; analyze results and develop mitigation strategies to address potential shortfalls.
* Develop new tools, models and data analysis to support and enhance the bank’s funding and liquidity management capabilities.


Director Expectations

* Manage a business function with significant input to function-wide strategic initiatives; contribute to policy and procedures and manage multiple complex strategic projects.
* Lead a large team or sub-function, or act as a deep technical expert and thought leader on cross-functional projects; train, guide and coach specialists; influence long-term profits and risk decisions.
* Provide expert advice to senior functional management and committees to influence decisions outside of the function.
* Manage resourcing, budgeting and policy creation for a significant sub-function; escalate breaches of policies/procedures appropriately.
* Foster regulatory compliance and ensure relevant processes are in place to facilitate adherence.
* Engage with regulators, external environment, or advocacy groups when appropriate.
* Demonstrate extensive knowledge of how the function integrates with the business division to achieve objectives; stay current with industry practices and external market developments.
* Apply interpretative thinking and advanced analytical skills to solve complex situations; exercise management authority for significant decisions within the area.
* Negotiate with and influence stakeholders at a senior level; act as principal contact point for key clients and counterparts in other functions/divisions.
* Mandated as a spokesperson for the function and business division.
