Role:
As a Category Specialist - People, you will lead and manage procurement related projects and programmes to deliver the required business outcomes within WCC.
Duties will include;
1. Leading and managing a range of tenders for Social Care and Health, Children and Young People, Warwickshire Fire Rescue Servies and some service areas in Resources
2. Providing other support as required by commissioners, operational staff, and contract management
3. Updating guidance and procurement templates to account for the new Provider Selection Regime and upcoming Procurement Act
4. Assisting commissioners with understanding the requirements of the existing procurement regulations, the new Provider Selection Regime, and the upcoming Procurement Act and all in compliance with CSOs
5. Contributing to the overall delivery of the People team’s projects and targets
6. Developing and maintaining strong and effective relationships with service leads, suppliers and partners
7. Maintaining an on-going awareness of the council’s expenditure and market developments within designated category areas
8. Actively promoting and communicating sound commercial principles and practice
9. Contributing to the development and implementation of the procurement policies and strategies
Person:
The successful Category Specialist - People;
10. Procurement experience in leading and managing procurement related projects
11. Experience in undertaking all aspects of the Procurement cycle and able to demonstrate the value added by effective procurement
12. Strong stakeholder management experience
13. Working knowledge of Public Sector procurement regulations/processes
14. Experience of managing complex categories of spend
