An exciting opportunity has arisen for an enthusiastic individual with significant experience of leading transformation and change within and across health and care to join the Barnsley Place Transformation and Delivery Team of the ICB.
The Transformation and Delivery Team in Barnsley supports the ICB and partners to deliver our ambitions as set out within the Barnsley Health and Care Plan alongside the broader ambitions of South Yorkshire ICB.
The Portfolio Lead will work as part of the team, taking the lead on developing and delivering effective transformation and improvement programmes across a range of Adult Physical Health Services.
Main duties of the job
The post holder will contribute to the development of South Yorkshire and Barnsley Place Transformation and Delivery functions.
This development work will transform the work we undertake and will shape how we operate and align our capacity across the ICB to delivery priority transformation and change programmes.
The post holder will provide the strategic direction and lead the transformation and service improvement activity across health and care services.

Communication and relationships
8. Communicate the vision for SYICB and support the development of strategy and operational policies that support this vision.
9. Provide expertise of best practice change and programme management methodologies and support the embedding of these within the wider team.
10. Communicate, engage and build relationships with key strategic partners to influence the development of strategy and policies across the wider health and social care system.

15. Communicate highly complex, sensitive and contentious information to wide range of audiences, including in public and local consultations where there may be hostile/antagonistic audiences.
16. Use highly developed influential and persuasion skills when proposing major service changes to audiences where there are significant barriers to acceptance.
17. Communicate complex information to a wide variety of audiences (senior colleagues including Council Cabinet Members and Clinicians) across health and social care.
Analytical and judgement
18. Demonstrate a flexible approach to the development and delivery of new programmes where necessary within the scope of SYICB.
19. Interpret national policy and guidance in relation to Health and Care to support the delivery of local strategy and plans.
20. Interrogate and analyse, sometimes highly complex and contentious, information to support the delivery of clear reporting and outcomes.
21. Write and submit regular high-level reports for senior managers and directors/ boards (which may span across health and social care and include Local Authority Cabinet Members) showing progress against milestones, status, resource requirements, issues, risks and dependencies, making recommendations where a range of options may exist.
22. Develop key performance indicators and milestones for specific services, contracts and projects, managing conflicts and ensuring that interdependencies are managed effectively.
Planning and organisation
23. To lead the development and implementation of new/existing services, including planning and needs assessment, development/review of service specifications, participating in the procurement process, issuing contractual documentation, supporting mobilisation and ongoing contract management including improvement and performance of services.
24. To lead strategic planning at a local level, obtaining information and views from stakeholders within a defined portfolio of work related to the commissioning of services to meet the needs of a given population
25. To lead the work at Place and across SYICB to ensure value for money across commissioned services including the delivery of any required efficiency/change programmes
26. Deliver significant service development/redesign using appropriate methods link to the commissioning cycle for SYICB targeted at improvements in health outcomes for the public.
27. Manage the whole cycle of system change for a number of portfolio areas, ensuring excellent governance throughout.
28. Lead on change programmes and facilitate the uptake of initiatives that support and embed excellence within the health and social care system.
29. Lead on the delivery of multiple projects and programmes of work, working with colleagues and subject matter experts to scope, plan design and deliver those.
30. Support and deliver organisational change and the uptake of initiatives that support excellence.
31. Manage the whole lifecycle of a programme of work ( commissioning and contracting processes) containing multiple projects, reporting on progress and managing risks and issues, escalating where necessary to boards.
32. Deliver detailed reports to senior SYICB colleagues and various boards across the health and social care system, including when necessary National teams such as the Department of Health and Social Care.
33. Manage the delivery of benefits and track realisation of outcomes.

43. Educated to Masters level or equivalent in a relevant area of academic practice or equivalent experience working at a commensurate band/level.
44. Additional management qualification or specialist qualification at post-graduate or equivalent level of experience.
45. Evidence of continuing professional development relevant to role.
