Knowes Housing Association Ltd (KHA) is a community-based social landlord committed to its mission of providing good quality affordable housing and services which meet the needs and aspirations of the community we serve. The Association owns and manages 1,068 properties and provides factoring services to 569 customers across the Clydebank area. We have 22 members of staff and an annual turnover of £5.5m.
Key Responsibilities
* Manage the Property Services Team on a day‑to‑day basis.
* Ensure the Association meets its corporate objectives in relation to the repair and maintenance of its properties in the most appropriate and cost‑effective method.
* Prepare and implement the Risk Management Plan for the repairs and maintenance function.
* Procure all repairs, maintenance and development contracts to maximise value and advise other departments on procurement of services.
* Ensure compliance with Health and Safety legislation, CDM regulations, Asbestos management legislation and all other relevant legislation.
* Monitor and achieve organisational and department performance targets and objectives.
* Deliver services in accordance with the Association’s policies, procedures and regulatory framework.
* Plan and implement the Scottish Housing Quality Standard and the Energy Efficiency Standard for Social Housing, reporting progress to the CEO, Committee and SHR.
* Monitor budgets, report to Management Team/Committee, and maintain the approved contractor list with required documentation.
* Monitor contractor performance and ensure compliance with Scottish Housing Regulator standards.
* Maintain appropriate quality management systems and update policies to ensure legislative compliance and good practice.
Asset Management
* Develop and maintain the Association’s Asset Management System.
* Maintain the Life Cycle Programme and conduct periodic stock surveys; prepare long‑term lifecycle cost reports.
* Prepare Annual Programmes of work for approval, ensuring adherence to timelines and completion dates.
* Secure funding to improve the energy efficiency of the stock.
* Track progress toward the Scottish Housing Net Zero Standard (SHNZS) and identify required funding.
Day-to-Day Repairs and Voids
* Set targets aligned with business objectives and ensure completion.
* Inspect, repair, and re‑let vacant houses within set targets.
* Ensure contractors meet performance standards for speed and quality.
* Assist in developing ICT systems to process repairs and report on performance and ARC indicators.
Gas Maintenance
* Maintain all gas heating systems per current legislation.
* Ensure timely gas heating repairs and contractor performance.
Electrical Safety & Detectors
* Comply with Electrical Safety Legislation and obtain annual Electrical Safety Certificates.
* Ensure smoke, heat and CO detectors meet current requirements and are checked/replaced annually.
Other Duties
* Implement continuous improvement through customer satisfaction monitoring.
* Prepare briefs, tender documents, and coordinate contractors and consultants.
* Supervise contracts where consultants are not appointed.
* Oversee landscape maintenance and report to the CEO and committee on KPIs.
* Deploy risk surveys for land owned by the Association.
* Supervise, delegate, review performance, set training needs for the team.
* Attend Board, Management and team meetings, customer group meetings.
* Deputise for the CEO as required.
* Other reasonable duties as directed by the CEO.
Qualifications
Qualified to Degree or equivalent professional qualification level. Post subject to Disclosure Scotland check.
