Length of employment: Job Summary: We currently have two full time positions (37 hours net) advertised within the Soft Facilities Management (Soft FM) team, and one part time position (28 hours net) within the Major Projects and Programmes (MPP) team. The team shares enthusiasm and commitment to delivering the best Soft FM services possible to Defence. We work with market leading suppliers delivering Soft FM services to thousands of soldiers, sailors, and RAF personnel at locations throughout the United Kingdom and Northern Ireland. DIO Commercial manages the largest Soft FM contracts in the UK with the emphasis very much on a team approach internally and working collaboratively with our suppliers. Agility and value are at the heart of what we do. The Soft FM team ensures Defence personnel are supported so the MOD can respond to whatever challenges are presented; from pandemic to training Ukrainian personnel to national events such as HM King Charles III Coronation, Soft FM is working behind the scenes in support. About the Major Projects and Programmes (MPP) Team: The MPPCommercial team lead the sourcing, procurement and subsequent contract management activity across the full Commercial Life Cycle. This is across an exciting and diverse portfolio of multi-million-pound construction Programmes and Projects across the UK Defence Estate. The MPP team comprises over 25 staff and is divided into five portfolios, each led by a Commercial Lead collectively delivering over 140 infrastructure projects across the UK, supporting critical operations across our Armed Forces. This is to ensure a professionally handled portfolio of programmes and projects of circa £4bn, helping to ensure UK prosperity. Providing the commercial support to this team will help deliver outcomes for our customers by helping to deliver a world class defence sector in the UK. Why join us? You are likely to work with military colleagues, civil servants and consultants of all grades and ranks. The available roles include procurement and contract management. In procurement roles you will be expected to support the procurement process, contributing to delivering commercial excellence for your department and providing a customer-focused service. The role is varied as you will be expected to work within relevant frameworks in order to contribute to all stages of the procurement process, from helping to gather requirements from across the business in line with market research, through to the handing over of the contract to contract and supplier management. In the contract management role, you will be expected to undertake effective contract management activity in support of one (or more) of the organisation's large strategic contracts. The role includes supporting activity relating to: mobilising contracts, managing the delivery and performance of the contract, carrying out day to day contract changes, managing risk within the contract and managing contract transition and exit. You will work as part of a larger team, but will be expected to be able to prioritise and manage your own workload to deliver to deadlines and know when to seek support in order to balance both operationally urgent and important tasks. Employment Hours Two positions are advertised for 37 hours net, and one position is advertised for 28 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. As a Commercial Associate Practitioner, your responsibilities may include the following areas: Contract Management Effecti ve management of our UK Contracts, supporting delivery of Soft Facilities Management and Major Projects and Programmes Acting as the trusted adviser for these contracts to suppliers, customers, and team members Assist in running and supervising these crucial service contracts in accordance with the Contract Management Plan and ensuring compliance to the appropriate processes and operating procedures Sourcing (Major Projects and Programmes Team only) Su pport the procurement and competitive tendering of service contracts for a large and varied range of projects from professional services to capital works Assist in developing sourcing strategies in partnership with project and customers in line with current legislation and Government/MOD policy and procedures Supp ort competitive tendering through to awarding contracts and contract management through a variety of sources, which includes all applicable Procurement Regulations Responsibilities Support Commercial teams with the tendering, award, and management of contracts Provide commercial guidance as required Process change orders as required Ensure commercial arrangements represent best value for money Align with regulations and policy affecting procurement and adopt commercial best practice Understand the importance of auditable commercial records Provide timely returns and accurate statistical data as required Providing local compliance with mandatory requirements e.g., H&S training Follow business processes using mandated IT systems, ensuring that the data is accurate and relevant, ensuring DIO Commercial compliance against system usage Identify, report and manage risks and issues across the business area Supporting line manager in all supporting tasks Essential Skills Excellent communication, written, verbal, and stakeholder management skills Ability to manage multiple simultaneous projects requiring frequent communication, organisation, time management, and problem-solving skills Passionate self-starter with the highest integrity and ethics Experience in building effective collaborative relationships Ability to analyse data in various formats and presenting key findings Desirable Skills CIPS level 4 Commercial awareness of Contract Management or Procurement procedures Experience or working knowledge of Microsoft Teams Please ensure that at the application and interview stages of the campaign you review the Success Profiles Framework to assist you in the demonstration of your skills and experience. The recruitment panel will be looking for information of what you did, how you did it and why. Keep the focus on you. What specific steps did you take and what was your contribution? Remember to include how you did it, and the behaviours you used. Try to use "I" rather than "we" to explain your actions that lead to the result. Be careful not to take credit for something that you did not do. Result: Don't be shy about taking credit for your behaviour. Quote specific facts and figures easily understandable. What results did the actions produce? What did you achieve through your actions, and did you meet your goals? Was it a successful outcome? If not, what did you learn from the experience? Keep the situation and task parts brief. Concentrate on the action and the result. If the result was not entirely successful describe what you learned from this and what you would do differently next time. Make sure you focus on your strengths. When providing your evidence please ensure that you avoid acronyms and company specific jargon. The statement is your opportunity to give examples of how you fit the requirements of the role When writing a personal statement, it is important that you: Read the job advert so you are clear about the job requirements Outline the skills and experience that you have that are relevant to the job and use examples to help demonstrate this Keep to the word limit, if your statement is too brief it will not provide the required depth of detail and evidence to be assessed fully We require you to provide evidence and a demonstration of specific skills, knowledge or transferable experience. This will allow you to provide evidence to show a more rounded picture of your suitability for the role. In this instance the remaining elements will be tested at interview. When choosing your Behaviour examples, please make sure you use real life scenarios that relate to your own experiences. Whilst technology may help to enhance your written submission, presenting the ideas of others or those generated by technology, could result in your application being rejected. The Ministry of Defence requires all candidates who are successful at interview to declare any outside interests. These declarations will be discussed with successful candidates following the interview process and before a formal offer of employment is made, as some outside interests may not be compatible with MOD civilian roles. This will not, in the majority of cases, prevent employment in MOD, but it is a measure that must be taken to ensure that appropriate mitigations can be put in place to manage any potential, perceived or actual conflicts of interest from the first day of employment. The sifting process is due to take place week commencing 30th June 2025 following closure.
