Offer description

Assistant Analyst - Two Positions Available | 9052 | Temporary Contract/Secondment Opportunity for 12 Months | 37 hours per week | £28,598 - £31,022 per annum | Scale F | Norwich

We have an exciting opportunity in the Insight and Analytics service for two Assistant Analysts to join our Education & Inclusion team. The roles will support reporting and analysis, carrying out a diverse range of tasks to support Children's Services with a specific focus on Education.

Please read the Assistant Analyst job description and additional context about the role below before applying.

Responsibilities will include the creation and maintenance of Power BI dashboards, the development of structured queries using SQL and other programming languages, and general data-focussed tasks such as the processing of Department for Education statutory returns. The successful applicant will form links across the wider Insight & Analytics (I&A) team and support process transformation work to help make our analysis work as efficient and valuable as possible.

The ideal applicant will have some experience of Microsoft Power BI / SQL and a working knowledge of Children's Services data and systems would be a distinct advantage, but as these are entry level positions we will be interested in applicants from a range of backgrounds with relevant experience that have a willingness to learn and develop their technical and analytical skills.

Assistant Analysts provide accurate and timely insight to support decision makers in Norfolk County Council and partner agencies. They work with operational and digital service areas to provide insight and reporting to track performance, contributing to producing data and analysis. They use established analytical techniques and technologies to provide insights that make a real difference to the delivery of the Council's activities.

The role works with colleagues across service areas to understand customer needs, enhance data quality, improve processes and communicate outcomes effectively.

The Insight and Analytics (I&A) service is an integral part of Norfolk County Council that helps the organisation to achieve its priorities and tackle challenges by harnessing data – from our own systems and from public data – and producing analysis that empowers colleagues to make informed decisions based on the latest evidence. It brings together analytical and data governance functions to develop effective strategies for business planning and provide the statutory reporting that the organisation needs to complete to comply with its legal obligations. This provides an understanding of where services can improve, including demand and capacity planning, to achieve good outcomes for the people of Norfolk.

The service provides experience in data analytics, data science, information governance, standards and best practice, training, support, innovation and research. This drives the integration and exploitation of data and information, providing unique and innovative insight and enables evidence based, data driven decision making at all levels of the Council's services.

Assistant Analysts work with service areas to ensure that data, insight and analytics are an embedded part of service delivery and design. They work collaboratively with Analysts/Senior Analysts to understand needs and challenges that contribute to the specialism's success.

Please be aware that the I&A department will be undertaking a staffing restructure during 2026 to implement a new operating model.
