Job Description

We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme. Your role will support risk mitigation, issue resolution, and removal of barriers to ensure alignment with the business case and value for money.
We seek someone with a proven track record in managing complex financial information, collaborating effectively, and influencing ongoing investment.
Key Tasks include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives within the business case, owning the change control process.
* Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring adherence to governance and assurance requirements.
* Supporting ongoing business management through whole-life cost allocations.
The Team:
The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation across E&B. Our work sets the strategic direction for delivering digital services that transform environmental regulation.
You will work in a multidisciplinary team with Defra shared services and third-party suppliers to shape user-centered online services and digital platforms that are more efficient, simpler, and faster to use.
Experience and Skills Required:
* Experience working in a fast-paced, dynamic programme environment.
* Extensive digital skills with Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL definitions, recharges between Defra and EA.
* Experience with purchase order raising.
* Experience with business cases, EA and Defra approval processes, and assurance routes, including change control.
* Experience in digital programmes is beneficial but not essential.
* Knowledge of governance requirements around spend control and assurance processes.
* Proven ability to lead and own your work area, engaging stakeholders and driving innovation and best practices.
