Job Summary

An exciting opportunity has arisen for an experienced and proactive Health, Safety and Environmental Protection (HSEP) Manager to join the team at Royal Naval Air Station Culdrose—one of the Royal Navy’s key aviation hubs and a cornerstone of Cornwall’s community.

In this critical leadership position, you will be responsible for overseeing, developing, and embedding a robust culture of safety, environmental protection, and regulatory compliance across a busy and complex air station environment. You will lead a small team of HSE professionals and work closely with military personnel, civilian staff, contractors, and external agencies to ensure that safety and environmental excellence remains at the heart of everything we do.

This position is advertised at 37 hours per week.

Job Description

The following are key responsibilities for the HSEP Manager are:

Lead, manage and develop the Station’s HSE policies, ensuring compliance with MOD, Defence Infrastructure Organisation (DIO), and statutory legislation. And to interpret all new HS&EP legislation for application and implementation at RNAS Culdrose.


* Provide expert HSE advice and guidance to senior leadership, department heads, and stakeholders.
* To ensure that MOD and RN policy on HS&EP matters is implemented and maintained.
* Plan, coordinate and conduct safety and environmental audits, inspections, and incident investigations, ensuring effective follow-up and reporting.
* Oversee environmental management plans, ensuring sustainable operations and compliance with environmental regulations.
* Drive continuous improvement in health, safety, and environmental performance across all station operations.
* To investigate accidents, incidents, dangerous occurrences, pollution incidents and cases of work-related ill health. To advise Ship’s Investigations on HS&EP issues. To assist with implementation of the Air Safety Information Management System in conjunction with the Air Safety Team
* To liaise with other specialist officers to produce and review the SEMP, related Action Plans and integrated Site Risk Assessments.
* To enable effective consultation to take place via the SHEF committee and related working groups.
* Represent RNAS Culdrose at regional and national HSE forums within the MOD and partner organisations.
* To participate in the Maritime Aviation Assurance Cycle (MAAC) on behalf of Cdr A&T to provide the Delivery Duty Holder (DDH) with assurance that Squadrons, Flights and Units based at RNAS Culdrose are fit for purpose and are ready to execute their duties safely and to the correct standards.

Person specification

About You

We are seeking a motivated, knowledgeable, and credible HSEP professional who thrives in a leadership role and has a passion for building and sustaining a positive safety culture.

Essential Requirements:

* Professional qualification in Health & Safety (e.g., NEBOSH Diploma or equivalent).
* Membership of IOSH (or working towards Chartered status).
* UK Driving Licence
* Strong working knowledge of UK health, safety, and environmental legislation.
* Proven experience of leading HSE in a high-risk, operational, environment (military environment would be desirable).
* Excellent communication, leadership, and interpersonal skills.
* Ability to influence and engage with personnel at all levels.

Desirable:

* Environmental qualification (e.g., IEMA certification).
* Experience working within Defence, aviation, or similarly complex environments.
* Knowledge of MOD HSE frameworks and processes.

There Will Be An Expectation The Post Holder, If Not Already Achieved, Will Need To Work Towards The Following Technical Competencies At a Minimum Intermediate Level:

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.

Candidates will be required to evidence their suitability using both Civil Service Behaviours and a technical example. Candidates will also need to provide a CV (no more than the equivalent of two A4 pages). Candidates successful through sift will be asked to attend a face to face interview here at RNAS Culdrose, Helston. Because of the nature of the role at the Air-Station a Teams interview will not be offered.

Sift is likely to take place w/c 21 July, with interviews being held face to face w/c 28 July (dates subject to change).
