Be at the heart of change. The Hampshire and Solent Mayoral Combined County Authority (MCCA) is on a mission to transform how our region works, lives, and thrives. We’re bringing powers and funding from central government into local hands—unlocking opportunities in transport, housing, and economic growth. We need an exceptional HR Project Manager to manage the HR and OD projects with the skill and expertise to deliver.

Your impact

This isn’t a regular HR role; it’s a chance to help shape and influence the future workforce of a pioneering regional authority. You’ll lead critical HR workstreams that ensure our organisation will be legally sound, strategically aligned, and ready to deliver for our communities.

Your work will include

* Designing the people approach: Working with and across the project team to develop and implement HR policies and procedures that reflect our values and ambitions.
* Building a workforce for the future: Recruitment and workforce planning to attract and retain top talent.
* Creating positive partnerships: Build an approach to employee relations with transparency and trust.
* Ensuring compliance and confidence: Manage the people aspects of organisational transitions into the authority including TUPE processes, employment law adherence, and risk mitigation.

About You

We are looking for an HR projects professional who is proactive and determined. Our preferred HR Project Manager will bring:

* Strong full lifecycle project management experience
* Proven experience in HR for organisational transitions, mergers, and TUPE
* Strong knowledge of employment law and HR frameworks
* Experience of building and management relationships with trade unions
* Exceptional stakeholder engagement and communication abilities

As we are a small programme team, you may be asked to utilise your project management experience to also manage non HR related projects.

Desirable criteria

Desirable criteria includes a CIPD Level 7 qualification, PRINCE2 certification or similar, and public sector experience.

Why this role matters

This is a rare opportunity to create something extraordinary to influence how a new authority operates and how its people thrive. You’ll join a collaborative team committed to innovation and transformation, shaping a legacy that will benefit generations across Hampshire and the Solent.
