Senior Public Health Development Manager - Ref: SS00725 Salary: G12 £51,802 - £57,654 per annum Contract: Permanent, full-time We are seeking an enthusiastic and motivated individual to lead and manage large scale public health programmes to improve the health and wellbeing of children and young people in Walsall. As Senior Public Health Development Manager you will be joining an established, innovative and productive team who work collaboratively across organisational boundaries and disciplines to optimise life chances for young people. This is an exciting role which covers: Commissioning and development of the Healthy Child Programme (0-19), teenage Pregnancy reduction and support services, healthy pregnancy, healthy eating, wider health improvement and stop smoking in pregnancy services. Developing evidence-based strategies to address local population health needs, building consensus for the delivery of these strategies with a range of local partners. Working collaboratively with strategic partnerships, providing specialist public health advice and leadership to improve outcomes through integration of plans and priorities. Scrutinising and evaluating quantitative and qualitative data, research evidence, programmes and services, making recommendations to inform decision making, which has long-term impact. Managing and developing a team of staff (including responsibility for the recruitment, appraisal, performance management, and development). Who are we looking for? You will have excellent skills in programme management, strategic commissioning and people management and have significant experience of working collaboratively with staff across a range of organisations to develop joint solutions to complex problems. You will have a track record in advocating change, effectively using data to understand local population needs and targeting resources to optimise efficiency and effectiveness. You will be a strong communicator, able to explain and present complex data to a wide range of audiences including Walsall’s Health & Wellbeing Board, elected members, NHS and other statutory bodies, community and voluntary sector groups. You will need a solid understanding of the principles, theory and practice of public health and health and other systems. You will have knowledge and understanding of: National government policy; practical knowledge/experience of strategic commissioning and creating new services from external providers; a good understanding of quality improvement and quality assurance mechanisms You will have: skills related to all aspects of the commissioning process (needs analysis, performance review etc); experience of finding key stakeholders and building effective relationships, of working in the public sector and leading projects that result in change; experience of influencing policy and practice; the ability to manage staff; experience of managing change and persuading other professionals and organisations to improve health and services for the public; skills in programme management, experience in managing budgets, needs assessment, monitoring, and evaluating programmes and projects. You will have a post-graduate qualification, expertise and demonstrable significant relatable senior management experience in a strategic public health role.
