Principal Planning Obligations Officer
As the Principal Planning Obligations Officer, you will be a key member of our Development Management team. You will lead a small team to manage the Council’s CIL and S106 caseload, administering CIL and monitoring S106 agreements relating to developments. There are a variety of different types and scale of development across the Borough, from small rural developments to major residential and commercial projects.

About the Role:
You will supervise a small team of CIL and s106 officers and work on a wide range of casework, including householder applications and major developments. You will provide CIL and S106 advice to colleagues within the Councils, while engaging with residents and developers to ensure compliance with CIL a S106 requirements.
Developer contributions collected ensure necessary infrastructure to support Local Plan priorities can be delivered, whilst planning obligations ensure site specific mitigation of the impacts of new development for the benefit of residents, businesses and the local community. The postholder will also play a crucial role in the continual improvement of the service and in leading the Council’s implementation of new regulations in relation to levies and obligations applicable to new development.

About you:
1. You will need a full knowledge of the Community Infrastructure Levy, update to date knowledge of S106 agreements and CIL Regulations and how they apply to development.
2. You must be customer focused and have experience administering CIL or S106 agreements or working in Development Management.
3. Proven information management, numeracy and ICT skills, with ability to work on detailed calculations in a high-pressure environment.
4. You will have the ability to work effectively to meet challenging deadlines and competing & changing priorities.
5. Leadership and negotiation skills, and the ability to communicate effectively to a wide audience and collaborate with a range of stakeholders.
