Engagement & Wellbeing Officer

Fixed Term Contract (for externals candidates)/ Secondment (for internals candidates) until 30th September 2026 Grade D - £45,091 - £51,356 Consultation grade - subject to formal evaluation under the Pay Equity Review Working 36.5 hours per week

Why this role matters

We are looking for a confident, passionate and strategic Engagement & Wellbeing Officer to join our team in HR, Organisational Development (OD) and Transformation directorate. The Engagement & Wellbeing Team leads on employee engagement, HR & OD internal communications, and employee health and wellbeing. This is a critical time for the Council, as we shape the council together with our colleagues. The team is central to this work ensuring colleagues are heard, supported and informed as we continue our improvement journey.


What you'll do

* Lead the operational delivery of colleague engagement and HR and OD internal communications, ensuring alignment to strategic and directorate priorities.
* Line manage the Engagement & Wellbeing Advisors and Assistant, supporting performance, development, coaching and workload planning.
* Be involved in high‑profile corporate programmes and organisational engagement and communication activities.
* Provide expert advice to senior leaders and managers on employee engagement and internal communications.
* Use data, insights and evaluation frameworks to strengthen decision-making and drive continuous improvement across engagement and communications activity.
* Work closely with internal and external stakeholders to support culture change and deliver a consistent, positive colleague experience.
* Deputise for the Engagement & Wellbeing Lead when required.

Qualifications and experience

* Experience delivering internal communications campaigns, and employee engagement activities, e.g. roadshows, survey's.
* People management skills with the ability to motivate, support and develop others.
* Confidence advising senior stakeholders and influencing culture and behavioural change.
* Experience planning and managing complex projects, campaigns and organisational events.
* Analytical skills and the ability to interpret and present insight from data.
* Creative thinking, resilience, and a solution‑focused mindset.
* Competence in Microsoft 365 and digital engagement tools (SharePoint, Forms etc.).

* It's a full‑time role, 36.5 hours, fixed term contract until 30ⁿᵈ September 2026, with possibility of an extension.
