Purpose of the Role
To lead workforce planning, resourcing, and organisational change activity within a large, complex public‑sector programme. The role ensures staffing stability, effective planning, strong workforce analytics, and expert HR guidance through ongoing organisational transformation.
Responsibilities
* Workforce Planning & Resourcing
o Maintain appropriate staffing levels across multiple workstreams.
o Forecast workforce needs, identify gaps, and manage recruitment/retention risks.
o Support future workforce modelling and skills‑mapping.
* Organisational Design & Change
o Support organisational redesign, role mapping and transition planning.
o Provide HR expertise on restructuring, change processes and staff impacts.
o Support staff engagement and communications.
* HR & Governance
o Work with central HR colleagues on people processes, including those linked to organisational change.
o Ensure compliance with relevant policies and employment legislation.
* Workforce Reporting & Data
o Produce workforce reports on headcount, absence, turnover, and other metrics.
o Analyse data to identify trends, risks, and opportunities.
o Maintain accurate workforce records and reporting tools.
* Stakeholder Engagement
o Work closely with senior leaders, HR partners, finance and external stakeholders.
o Provide expert advice to support decision‑making.
o Support clear and consistent staff communications.
Essential - Skills & Experience
* Experience in workforce planning, resourcing, or strategic HR within a complex organisation.
* Strong analytical skills and confidence using Excel for workforce reporting.
* Ability to communicate clearly and manage sensitive or complex conversations.
* Ability to work with senior stakeholders and manage competing priorities.
Desirable
* CIPD qualification or equivalent experience.
* Experience in public‑sector, university, or research‑funded environments.
