Industrial Decarbonisation and Market Mechanisms Advisor - 31342

The Environment Agency is committed to fostering an inclusive workforce that reflects the communities we serve. We value diversity, embrace it, and believe it benefits our staff, communities, and environment.

We have two permanent roles for Industrial Decarbonisation and Market Mechanisms Advisors within the Environment and Business Directorate (E&B). These positions involve supporting the decarbonisation of the economy through the development and management of relevant regimes.

The Advisor responsibilities include:

* Supporting the development of decarbonisation and energy efficiency regimes, with a focus on specific regimes.
* Contributing to the creation, review, and publication of technical guidance.
* Advising on operational issues within these regimes.

This role involves advising government on decarbonisation policies, engaging with government officials and industry stakeholders, and producing technical and legally sound advice to inform the Agency's positions. A significant aspect of the work is monitoring, reporting, and verification (MRV) of emissions, energy, materials, or equipment related to greenhouse gases, ensuring operators accurately measure and report impacts.

You will work on developing existing and new regulatory regimes, such as expanding UK ETS to maritime sectors and developing regulations for heat networks under upcoming UK Heat Network Zoning Regulations. The work is diverse and often reactive, requiring prompt responses to deadlines.

The team provides national leadership on UK policies to reduce industrial greenhouse gases, including the UK Emissions Trading Scheme, low carbon industrial clusters, and other initiatives.

We promote a positive, inclusive, and supportive culture where everyone feels valued. We leverage evidence, expertise, engagement, and innovation to support policy development, legislation, and resource allocation.

Experience and Skills Required

* Ability to work effectively with diverse backgrounds and promote diversity considerations.
* Experience collaborating with multiple teams with different specialisms.
* Understanding legislation and its policy intent.
* Creative thinking and strong communication skills.
* Experience in data collection, interpretation, and analysis to support persuasive arguments.

This role is suitable for a numerate science, engineering, or environmental sciences graduate (or equivalent experience) with an interest in policy implementation. Experience with MRV in regulation is desirable but not essential. Training and development opportunities will be provided.

Additional Information

The position offers flexible working arrangements, including the possibility of remote work, with some travel and overnight stays required. The role involves an inclusive development plan, appropriate training, and an office base with national coverage. For more details, contact erin.priddey@environment-agency.gov.uk. Interviews will be conducted via MS Teams in early to mid-August, including an assessment exercise.

Competencies

1. Decision Making and Problem Solving: Demonstrate ability to analyze information, develop alternatives, and make timely, sound decisions. Provide an example of solving a problem effectively.
2. Data and Information Management: Show experience in collecting, analyzing, and sharing complex technical data to influence policy or process changes.
3. Effective Communication: Provide an example of explaining technical information to non-technical audiences.
4. Self-Management: Describe how your skills and experience make you suitable for this role and how it aligns with your career development.

We welcome applications from diverse backgrounds and support flexible working. The Environment Agency is committed to equal opportunities and guarantees an interview to applicants with disabilities meeting the minimum criteria.
