Lead Health & Safety on a Major Public Sector Project in Devon
We are working with a leading UK contractor to recruit an experienced Health, Safety & Wellbeing Manager for a high-profile construction project based in Devon.

About the Role
You’ll be the central point of contact for all Health, Safety & Wellbeing matters on site—leading, coordinating, and promoting a proactive safety culture across the project. This role sits within the pre-construction and delivery phase of a large, secure Government scheme and will involve supporting both internal teams and the wider supply chain.
Key Responsibilities
1. Lead all site-based HSW initiatives and act as the project’s health & safety lead
2. Cascade key HSW communications, lessons learned, and performance reports to site teams
3. Chair regular Health & Safety meetings, ensuring actions are implemented and tracked
4. Conduct Site Safety Inspections and record findings using digital platforms (e.g., Novade)
5. Assist in developing RAMS and specialist risk assessments with subcontractors
6. Ensure the Construction Phase Plan and all CDM obligations are met
7. Deliver behavioural safety briefings and training across the project team
8. Onboard new employees with health and safety inductions and systems training
9. Analyse trends from inspections and incident reports to drive continual improvement
10. Review compliance documents from subcontractors and track performance
11. Support investigations into incidents, accidents, and near misses in line with company procedures
12. Provide regular reports to senior management on key safety metrics and legal compliance
13. Nominate high-performing supply chain partners for safety awards and recognition
14. Contribute to the development of the regional safety strategy and targets
Requirements
15. Significant experience as a Health, Safety & Wellbeing Manager within the construction industry
16. Strong understanding of UK construction legislation, CDM, and compliance procedures
17. Experience working on public sector or secure projects is advantageous
18. Confident leading meetings, delivering training, and liaising with stakeholders
19. Proficient in using digital safety systems such as Novade or Dalux
20. NEBOSH, IOSH or equivalent Health & Safety qualifications (essential)
21. Strong analytical, organisational, and communication skills
22. Ability to manage own workload and support site teams in a fast-paced environment
