Overview

Responsible for the effective line management and leadership of the Oncology and Haematology Services Group, ensuring structures and systems coordinate the activities of the various health care professionals. Provides management support to the DCOO, Head of Nursing, Divisional Medical Directors and Directorate Management Team to develop, implement and monitor finance and activity arrangements and business plans for the Oncology and Haematology Services Group. Facilitates staff and team development and ensures effective communication within the Group and with other specialities, across the Divisions and Trust.

Group Managers are expected to work for the clinical and business success of their Group Specialties and contribute to the corporate success of the Trust. This includes implementing and developing corporate policies and long-term strategic plans and initiating changes in line with Trust Management Team decisions to local and regional services. Responsible for developing, influencing and implementing policies within the Emergency Services Group and across the organisation.


Strategic

* Develop Oncology and Haematology Services Group long-term strategic direction.
* Collaborate with the Trust and other agencies to develop strategies for local transformation objectives and delivery of the NHS 10 Year Plan.
* Develop a multidisciplinary team approach to patient interventions and participate in clinical pathway development.
* Be responsible for service redesign to improve patient care in line with strategic policies.
* Research, audit and write business cases to support proposals for service redesign.
* Develop and implement the Emergency Services Group Health Care Plan and, with Clinical Directorates, agree the level of support required to deliver service delivery plans across the Trust.
* In conjunction with Professional leads, develop strategic direction and operational plans to establish and deliver services across health care boundaries, in line with local and national priorities.


Key Responsibilities

* Support the Clinical Director, Clinical Leads and Matrons in developing their roles within the management process.
* Develop a business plan for the Group Specialties and identify opportunities for new markets and schemes to generate additional income; develop strategies to include in the plan.
* Collaborate with the Group Finance Team to provide financial and activity information to Clinical Directors/Divisional Managers and ensure the financial balance of the Group.
* Ensure quality standards, as agreed with commissioners and national policy, are achieved; establish local quality standards to improve patient care and directorate efficiency.
* Manage non-medical and non-nursing staff within the Group, maximise contribution through performance reviews, individual and organisational development, and skill-mix review.
* Develop strategic plans for compliance with national and local standards; coordinate with HR and Finance in planning, organising and staffing the services.
* Manage pay and non-pay budgets and contractual arrangements with external providers for clinical services.
* Foster effective working relationships with managerial colleagues in other organisations/localities, internally and externally.


Specific Duties and Responsibilities

* The following duties may be undertaken in conjunction with Directorate Managers, Clinical Leads, Matrons and Support Managers.
* Operational: ensure operational performance meets objectives; provide leadership and line management for the Group and staff; establish and develop communication channels; support admission, treatment and discharge planning; monitor establishment and workforce plans; oversee admin/clerical support and ensure adequate supervision and development; manage staff appraisals and Professional Development Plans; handle disciplinary action per Trust policy; manage attendance, leave, sickness, training, and induction; coordinate student placements and liaise with universities and SHWD officers.


Operational

* Develop performance indicators and monitor activity against targets; work with IT to develop IT strategy for the Service; manage the budget ensuring income and expenditure balance and implement rectification plans; monitor external service level income streams; negotiate cost-effective locum services and capital equipment needs.


Direct Management and Monitoring

* Oversee management of the Group, review establishment and skill mix; set and monitor performance objectives; recruit staff; develop training and education; investigate complaints and take appropriate action.


Contract Management and Planning

* Contribute to the Group business plan in line with Trust objectives; lead delivery of local and national enhanced services; ensure activity and quality targets are met.


Governance and Risk

* Develop and review Governance Strategy and Plan; lead the Group Governance Committee; support the Trust’s Clinical Governance Strategy; ensure compliance with Health and Safety, Risk Management, departmental policies and corporate policies.


Professional

* Lead professional issues for the Group; represent the Trust on service issues to internal and external bodies; participate in escalation calls; provide professional advice; collaborate with other professional groups to achieve appropriate skill mix; establish effective communication with internal and external adjacencies; manage complex, sensitive or contentious information; communicate complex information clearly; negotiate with multiple agencies; implement and manage high-level change within the Group.
