Main Duties of the Job
* Leading proactive transformation alongside operational performance delivery and recovery.
* Directing robust governance processes to review cancer performance data and drive pathway level improvements.
* Prioritising resources to maximise CWT performance and ensure funded initiatives deliver on plan.
* Standardisation of operational management, policies and practices, and address variation and under‑achievement.
* Providing direction, guidance and resource, utilising Cancer Alliance funding and expertise, to providers on pathway redesign and CWT compliance.
* Ensuring that workforce planning, training and development include a specific focus on operational needs.
Detailed Job Description And Main Responsibilities
* Collaborate with providers in the delivery of provider annual Cancer Wait Times performance trajectories across our area to meet the targets set in the National Cancer Plan, understanding and targeting the risks and issues causing underperformance.
* Deliver the SWAG Cancer Alliance Intensive support project including insights and narrative identification of targeted support requirements and budgetary responsibility for this function. Evaluating value for money of proposals and driving greater efficiency in the use of this budget.
* Using the Nationally set, Cancer Wait Times management fundamentals and high impact actions, identify and reduce variation in practice across SWAG providers working collaboratively with stakeholders.
* Ensure the South West access policy aligns with Cancer waiting times guidance and is uniformly implemented across providers including supporting a consistent approach to harm reviews.
* Ensure the team and stakeholders are able to access best practice and current information within specialism, drawing from experience and expertise in other providers, fields and industries, ensuring the organisation and other stakeholder organisations benefit from relevant innovations.
* Build SWAG reputation as source of cancer performance expertise and diagnosing and problem‑solving skills and experience; developing and deploying solutions in partnership for targeted collaborative deployment to deliver.
* Pathway diagnostics, including demand/capacity modelling, pathway analysis and resource utilisation.
* Pathway redesign, improvement and remedial action planning.
* Cancer Wait Times fundamentals implementation prioritising agreed turnaround times, 62‑day breach reviews and subsequent actions, processes and practices and improve patient flow between organisations.
* A responsive 30 day return to trajectory offer, linked to deep dive support and ringfenced SDF.
* Improved live monitoring of pressures through ‘SWAG PTL Flow – special cause alert’ and transforming digitally enabled live milestone D:C / waits management tracking tools where not already developed to facilitate remedial action planning.
* Co‑ordinate support to organisations from NHS and non‑NHS providers to reduce variation and accelerate recovery.
* The post holder will be expected to deliver the intensive support offer for impact by supporting the work in a collaborative and supportive environment.
Person Specification
Education/Training/Qualifications
* Educated to degree level or equivalent level of experience of working at a senior level in specialist area.
* Further training or significant experience to post‑graduate diploma level in healthcare quality improvement and/or performance management.
Work Experience
* Experience of successful delivery of performance improvement in strategic healthcare projects working in partnership across organisational boundaries and to achieve results through others who may not be direct reports.
* A proven track record of successful delivery of complex projects including supporting the implementation of strong governance, protocols, and project controls.
* A proven track record of building internal and external relationships which deliver improvements and efficiencies and work across organisational boundaries.
* Experience of supporting the development, analysis and implementation of strategies and policies.
* Knowledge and experience of the national context and strategy for cancer.
Essential Criteria
* Educated to degree level or equivalent level of experience of working at a senior level in specialist area.
* Further training or significant experience to post‑graduate diploma level in healthcare quality improvement and/or performance management.
* Experience of successful delivery of performance improvement in strategic healthcare projects working in partnership across organisational boundaries and to achieve results through others who may not be direct reports.
* A proven track record of building internal and external relationships which deliver improvements and efficiencies and work across organisational boundaries.
* In‑depth knowledge of National Cancer wait times standards and applications, PTL management and governance including harm review processes.
* Understanding of NHS National Cancer Wait times rules and best practice in performance management.
* Ability to effectively manage a number of assigned projects, within the agreed broad parameters, but making decisions routinely on own initiative.
* Excellent communication and negotiation skills and an ability to influence outcomes, with reasoning, persuasion and tact.
* Demonstrate a strong desire to improve performance and make a difference by focusing on goals.
