This role is required to maintain our safety, legal and compliance related activities. Dstl must urgently improve its alarms management model which will identify critical steps to protect against Major Accident Hazard (MAH) potential risks and bolster implementation of the Alarms Policy across the lab. This requires a level of competence and SQEP resource not currently available within Dstl.

Job Summary
The Estates Technical Services Manager will provide specialist technical support to the Estates Senior Technical Services Manager by providing technical leadership and assurance to critical CB programmes to ensure a fit for purpose Hard FM infrastructure.
The Estates Technical Services Manager will contribute to ongoing operational activity and lead the NBSC, FASP459, HSE Interventions and Bld 2,4,6&7 investment programmes for Estates. They will assist in interpreting and applying standards, regulations and policies, ensuring they are effectively embedded within these projects. This technical role is crucial to the delivery of Hard FM providing technical assurance to Estates and wider programmes.
Responsibilities
* Working across engineering risk management, safety critical systems, and hazard based approaches.
* Successfully engaging in contract and supplier relationships in a complex shared service environment.
* Work to ensure compliance across the business and demonstrate to key stakeholders a safe and compliant estate.
* Deliver Asset Management for both fixed assets and non-fixed assets, the legislation and compliance covering these assets.
* Understanding of fault-finding processes, root-cause analysis and development of engineering controls for long-term fixes.
* NVQ Level 3 – Heating & Ventilation or equivalent.
* Strong technical knowledge of building services engineering, including, mechanical, HVAC and BMS systems.
* Knowledge of Health, Safety and Environmental Protection standards in FM.
* Knowledge of engineering risk management, safety critical systems, and hazard-based approaches.
* Understanding of fault finding processes, root cause analysis and development of engineering controls for long term fixes.
* Understanding in complying with real estate and related statutory, regulatory and professional requirements.
* Evidence of successfully engaging in contract and supplier relationships in a complex shared service environment.
* Ability to ensure compliance across the business and demonstrate to key stakeholders a safe and compliant estate.
* Competence in using Microsoft Office software.
* Detailed knowledge of Building Services.
* Extensive knowledge of H&S statutory processes and Building Regulations in FM.
* Proven ability and desire to develop relationships with key stakeholders.
* A working knowledge of Asset Management for both fixed assets and non-fixed assets, the legislation and compliance covering these assets.
* Good track record of improving and maintaining internal and external client relationships.
* Excellent communication and negotiation skills.
* Ability to act as trusted advisor to the Estates Technical Lead and the Estates Senior Leadership team.
* Excellent people management skills, clear thinker with the ability to flex to the demands of the role.
An active SC clearance is required for this role. At a minimum, candidates must be eligible and willing to undergo security clearance.
