Procurement Specialist – Sub Threshold Contracts and Transactions | 9431 | Permanent Contract | 37 hours per week | £43,822 to £48,227 per annum (Scale K) | County Hall, Norwich
About the Role
We are seeking an experienced and influential Procurement Specialist to lead best practice in sub-threshold procurement and contract management. This is a key leadership role within our central Procurement Team, managing a small team and working closely with departments across the Council to ensure compliance with procurement law and our Contract Standing Orders.
You will develop and improve protocols and templates for competitive quotation exercises, provide bespoke support for medium-value contracts, and oversee the team responsible for managing purchase orders in Oracle. This is an opportunity to shape procurement practice and deliver real value across a £1.1bn spend portfolio.
Key Responsibilities
1. Champion procurement best practice and compliance across the organisation.
2. Develop and maintain templates and protocols for sub-threshold procurement activity.
3. Provide bespoke support for complex or medium-value contracts.
4. Monitor contract award and management in departments to ensure compliance.
5. Lead the Procurement Service Desk and maintain intranet resources.
6. Develop and deliver training on procurement processes and systems.
7. Manage and support a team of Procurement Officers and a Procurement Systems Officer.
8. Identify opportunities for continuous improvement and implement solutions.

You will have strong influencing skills, excellent communication abilities, and proven experience in procurement within a large organisation. You’ll be confident leading a team and driving compliance and improvement initiatives.
