As Infrastructure Manager (Highways), you will play a pivotal leadership role in shaping, maintaining and improving one of the largest and most diverse highway networks in the country – supporting economic growth, connectivity, safety and sustainability for our communities.

Working at a senior level within the Highways and Transport service, you will lead the strategic and operational management of highways infrastructure across the county. This includes highways maintenance and asset management, parking services, Streetworks, and Highways Development Management, alongside the delivery of significant capital and revenue programmes.

You will work closely with elected members, senior officers, developers, utilities, partners and contractors to ensure services are safe, resilient, customer‑focused and deliver value for money, while supporting sustainable growth and effective network operation.

WHAT YOU’LL BE DOING

* Providing senior professional leadership across highways infrastructure, parking services, streetworks and highways development management, ensuring compliance with statutory duties, technical standards and best practice
* Leading and managing multi‑disciplinary professional and operational teams delivering day‑to‑day services and major programmes
* Overseeing significant capital and revenue budgets and ensuring effective programme, financial and risk management
* Shaping and delivering long‑term strategies covering asset management, network resilience, development control and service improvement
* Acting as a key adviser to senior leaders and elected members on highways, parking, streetworks and development‑related matters
* Representing the Council externally with partners, developers, statutory undertakers and at regional or national forums

We are looking for an experienced highways professional with strong leadership credentials and a track record of delivering complex infrastructure services in a public‑sector or similarly complex environment. You will bring:

* Experience in highways or transport management
* Strong understanding of parking operations, streetworks coordination and highways development management within a local authority context
* Excellent strategic thinking, financial management and programme delivery skills
* The confidence to operate in a political environment and influence at senior levels
* A collaborative leadership style with a focus on safety, service quality and continuous improvement

Based in Northumberland, with flexible working arrangements available. You’ll be leading services across a county that combines vibrant market towns, rural communities and a stunning natural environment.
