This strategic role will be at the heart of delivering our upcoming Workforce & Culture Strategy, supporting the Council to become a truly great place to work. You’ll lead on key areas including leadership development, workforce wellbeing, apprenticeships, talent management, and embedding our values and behaviours across the organisation. You’ll work closely with senior leaders, trade unions, and partners to design and deliver impactful programmes that support cultural transformation, inclusion, and staff engagement. With a strong focus on data‑driven insights, innovation, and collaboration, you’ll help shape the future of public service in Oldham. Key qualifications and experience
* Evidence of CIPD qualifications and significant knowledge within HR and OD
* Evidence of managing organisational and cultural change within a complex organisation
* Excellent communication skills, being able to convey complex and sensitive information to a range of stakeholders
