Are you ready to play a key leadership role in one of the most transformative periods for Thurrock Council?
The Role
We are on a mission to deliver a finance service that is bold, ambitious, and “Best in Class.” As our Finance Manager – Financial Reporting (Closure), you’ll lead on the year-end accounts close down and ensure robust, accurate statutory reporting. This is a critical role in maintaining the financial integrity and sustainability of the Council.
You’ll be working at the heart of our Finance function, leading technical financial reporting, collaborating with external auditors, and advising senior leaders on complex financial matters including divestments, accounting treatments, and statutory obligations.
What You’ll Be Doing:
* Leading the Council’s year-end accounts closure, including preparation of financial statements and technical notes
* Managing the audit process: liaising directly with external auditors and coordinating timely responses
* Conducting in-depth financial analysis and risk assessment to ensure robust decision-making.
* Experience and understanding of Local Authority, accounts, council tax, closure and business rates.
* Review and reconcile all major balance sheet items (e.g., debtors, creditors, reserves).
* Advising on accounting standards, regulations, and the financial implications of key council projects and reports
* Promoting continuous improvement and best practice across the finance team
What you’ll bring:
* Qualified accountant (CCAB/CIMA or equivalent), with extensive technical accounting and reporting experience.
* Strong working knowledge of local government finance and statutory accounting requirements
* Proven ability to manage complex audits and external relationships.
* Strong leadership skills with the ability to guide, support and develop others.
* A proactive problem solver, with a keen eye for detail and a strategic mindset
* Experience working in high-performing, multi-disciplinary teams in large public sector organisations.
