About the Role As a Technical Delivery Officer (Finance), you will play a key role in supporting the day-to-day operation, the stability and the security of the Council's core financial systems, including Civica Financials, Purchasing and CivicaPay. Working closely with Senior Technical Delivery Officers and colleagues across Finance, ICT and the wider organisation, you will provide first-line system support for users, investigate and resolve incidents, and help ensure systems are reliable, compliant and meet business needs. The role includes supporting business-as-usual finance processes and reconciliations, contributing to system administration activities such as incident, change and release management, and producing both regular and ad-hoc management information and statutory reports. You will also support system upgrades, user acceptance testing (UAT) and process improvements, and participate in project work delivering new functionality, integrations and enhancements as part of the Corporate Systems Improvement (CSI) Programme. At the higher grade, the role offers opportunities to take responsibility for small-scale projects, contribute to procurement and system improvement activity, design more complex reports, and deputise for Senior Technical Delivery Officers when required. Throughout the role, you will work within strong information governance, security and audit frameworks, supporting the integrity and continuous improvement of the Council's financial systems. Job Introduction The Finance Systems Team is a small, specialist group of technical experts responsible for the effective operation and maintenance of the Council's financial systems, including Civica Financials and Civica Income Management. The team provides customer-focused support for both technical and non-technical enquiries, investigates and resolves system issues. It also works closely with the software supplier to support ongoing maintenance and enhancements. In addition to business-as-usual support, the team plays a central role in delivering system change and continuous improvement, including: Testing system upgrades and new releases Supporting system configuration and build activity Improving and streamlining business processes Contributing to projects delivering new system modules and integrations The team also produces a range of regular and ad-hoc reports, supporting operational needs and statutory reporting requirements. The Finance Systems Team is currently supporting delivery of the Corporate Systems Improvement (CSI) Programme, a multi-year programme focused on enhancing the Council's core corporate systems and establishing robust, future-proof processes. This provides valuable opportunities to gain experience in system change, process redesign and digital transformation. Key Responsibilities As a Technical Delivery Officer, you will: Provide first-line support to users of the Council's finance systems, including Civica Financials and Civica Income Management, investigating incidents and escalating issues to software suppliers where appropriate. Support user acceptance testing (UAT) for system upgrades, patches and new releases. Develop, maintain and enhance reports to support a wide range of financial and operational requirements. Work closely with Senior Technical Delivery Officers to deliver system improvements and process changes, particularly as part of the CSI Programme. Collaborate with stakeholders across Finance, ICT and project teams to support the effective operation and ongoing improvement of corporate finance systems. About You You will be someone who: Has experience, or is developing experience, in the administration or support of finance systems (experience with Civica Financials or similar systems is desirable but not essential). Has experience of, or a strong interest in, system support, testing and maintenance. Has experience using reporting tools such as Excel, Business Objects or similar, or is keen to develop skills in reporting and data analysis. Is motivated to contribute to system improvements and digital transformation initiatives.
