Overview
We are looking for a Capital Delivery Manager to join Gloucestershire Health and Care NHS Foundation Trust. Based in Gloucester (but working countywide), the role is a 2 temporary fixed term (18 month) full-time appointment as Capital Delivery Manager. The postholder will be part of the Buildings and Environment Improvement Team, delivering a range of capital projects from inception to completion across the Trust. Over the next 18 months, development schemes focus on hospital refurbishment projects, accommodation for supporting functions and infrastructure improvements to meet the net zero carbon target.
Responsibilities
* Lead and manage capital schemes within the Trust, acting as Senior Project Manager where a consultant project manager is not appointed; appoint design teams and construction contractors in line with Trust procedures and policies.
* Ensure efficient use of resources to keep land, buildings and property safe, compliant and fit for purpose in accordance with statutory legislation, codes of practice and operational business plans.
* Promote parity of service, compliance and adherence to procedures and policies, including Health Technical Memoranda, Hospital Building Notes and best practice.
* Develop and deliver the Trust’s Capital Programme in alignment with the Clinical Strategy, Trust objectives and sustainability objectives; deliver improvements benefiting patient care, visitor experience and staff working environment.
* Communicate across multiple projects with a wide range of internal and external staff, patients and visitors; produce Business Cases and Board papers and maintain excellent working relationships across IT/digital, Security, Health and Safety, Infection Prevention and Control and Estates and Facilities specialists.
* Provide professional building advice on Health and Safety, HTM/HBN, Programme and Quality and Cost; maintain high and consistent standards across the building stock.
* Manage estates budgets, procure physical assets, select suppliers and manage contracts in line with Trust Standing Financial Instructions.
* Line manage Estates staff and ensure records for Trust buildings are kept up to date, using external consultants or in-house CAD equipment.
* Safely manage design and construction processes, ensuring patient, staff and visitor safety is integral to all design work.
* Represent the Trust at HEFMA and appropriate sub-groups where required.
Qualifications
* Essential - Educated to BSc/BA
* Essential - Relevant Health & Safety in construction qualification
* Desirable - BSc/BA (hons) in a building or engineering related discipline
Experience
* Essential - Recent experience of managing capital investment projects in the NHS (within last 12 months)
* Knowledge of current NHS procurement processes and best practice, specifically relating to estates projects
* Desirable - Working knowledge of Health Technical Memorandum (HTM) and Health Building Notes (HBN); considerable previous experience of capital investment projects in the public sector
