Team Leader (Building Bias)

The closing date is 26 November 2025

* To assist senior managers to provide professional support, functional management and co-ordination of the Estates Operational Services.
* To ensure compliance with Health Technical Memorandum and other relevant legislation, codes of practice and technical guidance and provide training and competency assessments as required.
* Ensure all works and services are carried out in a professional, effective and progressive manner, to a high technical standard, in compliance with statutory legislation whilst providing value for money.


Main duties of the job

To provide building support relating to operational services, maintenance, operational programmes, minor works and infrastructure projects as follows:

* Be dynamic in their approach and flexible and adaptable to changing needs and priorities.
* Responsible for planning and supervision of maintenance works (by directly employed labour and contractors) on Trust premises.
* Advising on the use, function and condition of building fabric to ensure optimum performance.
* Identifying staff training requirements and if required ensure the necessary training solutions are implemented.
* Carry out feasibility studies for minor work projects, schemes and adaptations to building fabric improvements.
* Act as Authorised Person / Responsible Person in relation to specific maintenance responsibilities e.g., water systems & confined spaces.
* The candidate shall be required to undertake the duties and responsibilities of the Mechanical and Electrical Team Leaders during periods of their absence, as necessitated by operational requirements.

Job responsibilities

* To provide operational support to the operational and / or capital projects team as and when required.
* To provide general assistance with problems as they arise around site.
* To inform in a timely manner the accountable line manager of any problems which may have a negative impact on the services provide by Estates and / or which may have an impact on Trust activity targets or performance levels.
* Advise on the use and condition of building fabric. Where appropriate agree and carry out programmes of inspection and remedial repairs.
* Develop, manage and maintain complaint building PPMs for all building fabric aligned to structural integrity, fire compartmentation, fire doors and general condition.
* Assist with the tendering and management of building annual contracts. Arranging access, providing supervision and ensuring quality and value is met.
* Assist with the sourcing and procurement of building materials, equipment and components to ensure an efficient service is provided at all times.
* Ensure all works and business activities undertaken on Trust premises comply with Health and Safety Requirements, Statutory Requirements, Trust and Directorate Policies and Procedures, Best Practices and Values.
* Ensures all contractors employed on site are competent and have the necessary authorisation to work on Trust premises.
* Arrange access, isolations and permits as required to accommodate repairs, improvements, adaptations and new developments in accordance with Trust policies and procedures.
* Inspect work carried out to ensure high standards are retained.
* Liaise with managers from other directorates to encourage and develop effective working relationships.
* To participate, as requested, in the PLACE initiative ensuring agreed Estates actions are completed in a timely manner.
* Hold and participate in meetings required to carry out various jobs affecting the Trusts building services.
* Assist in the development of the planned maintenance and reactive maintenance programmes as delivered by either in-house or service contractors to ensure effective and safe delivery of maintenance services to the Trust.
* Supervise and coordinate planned preventative maintenance (PPM) and reactive repairs of water systems, including cold water storage tanks, calorifiers, TMVs, and pipework.
* Ensure temperature monitoring, flushing regimes, and sampling are carried out in accordance with statutory requirements.
* Act as the technical lead for water systems within the Estates team, providing guidance and training to junior staff.
* Lead and manage Legionella risk assessments, ensuring they are up-to-date and action plans are implemented.


Person Specification


Qualifications

* Degree-level qualification in the relevant subject or currently working towards or HND in Construction, Architecture or Surveying
* Recognised and registered EITB, City & Guilds, modern apprenticeship, NVQ level 4 or approved equivalent training in Construction, Architecture or Surveying
* Demonstrable in-depth knowledge and experience within the required technical disciplines (e.g. water systems, asbestos, confined space and working at height).
* Specialist knowledge gained from working in a healthcare Engineering environment
* Member of relevant healthcare or engineering institutes, i.e. IHEEM, HEFMA, CIBSE, IET etc.
* Experience across several of the HTM's acting as an AP


Experience

* Relevant experience of NHS hospital environment or similar establishments
* Experience of building maintenance and systems
* Experience of adhering to health and safety control and asbestos, COSHH and permit to work guidance
* Experience of liaison with and supervising building and engineering staff and contractors
* A sound knowledge of estate strategies and how they link with clinical relationships
* Previously held Authorised Person. and / or Competent Person Role
* Must be able to demonstrate suitable post apprenticeship experience in non-routine maintenance and fault finding of complex building services and equipment with a broad understanding of other trade disciplines
* Experience of estimating budget costs, cost control and cashflow forecasting
* Experience of managing within the remit of SFI's in a healthcare environment
* A track record in managing building services maintenance and project management within a large organisation


Skills

* Experience of working independently with minimum Supervision.
* Able to prioritise own workload. Demonstrable competence in dealing with difficult and/or stressful circumstances.
* Good numeracy and literacy skills.
