This is a visible, strategic leadership position at the heart of the Housing Directorate — shaping services, strengthening regulatory assurance, and driving a culture where residents genuinely sit at the centre of decision‑making.
Salary – £65 – £70k

About The Role
Reporting directly to the Director for Housing, you will:
* Lead accountability for compliance across the Safety & Quality, Transparency & Accountability, Neighbourhood & Community and Tenancy standards.
* Prepare the organisation for inspection — including mock inspections, regulatory readiness and evidence‑based reporting.
* Build a single, trusted view of housing data — moving from spreadsheets to real‑time intelligence that drives decision‑making.
* Champion Tenant Satisfaction Measures (TSMs), complaints learning, and resident insight as engines for service transformation.
* Lead business improvement, digital redesign and systems‑thinking reviews across housing operations.
* Develop a robust regulatory risk and assurance framework with early warning indicators.
* Embed a positive complaints culture aligned with the Housing Ombudsman Code of Practice.
* Ensure full readiness for Awaab’s Law and strengthened consumer regulation.
* You will directly lead the Tenant Insight & Improvement Manager, Housing Programme & Systems Manager, and Regulatory Support Coordinator.
Skills you need
This appointment is about capability, credibility and leadership presence. The successful candidate must demonstrate:
* A relevant professional qualification (Housing, CIH Level 5+, RICS or similar) or equivalent extensive senior‑level experience.
* Comprehensive knowledge of the housing regulatory framework and consumer standards.
* Extensive experience monitoring and evidencing regulatory compliance within social housing.
* A proven track record of performance management and delivering measurable continuous improvement.
* Experience leading transformation and organisational change programmes.
* Strong experience within the social housing sector, ideally with tenant engagement exposure.
* The ability to interpret legislation and translate it into practical policy and operational delivery.
* Outstanding report writing skills, with the ability to tailor complex information for Members, tenants and regulators.
* A confident, visible leader who can articulate a compelling vision and bring people with them.
* Experience developing high‑performing teams through coaching, supervision and accountability.
* The ability to influence, negotiate and operate credibly in complex political and regulatory environments.
